RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the
purchase of five transit vehicles from the State of California, Office of
Procurement Contract for 1995. Funding for these vehicles will come
from Federal Transit Assistance (FTA) and Transportation Development
Act (TDA) funds for the years 1994/95 and 1995/96. The cost for the
buses will be approximately $62,000 each.
BACKGROUND INFORMATION: The City of Lodi operates a total of seventeen transit vehicles; four
are dedicated to the GrapeLine, ten to Dial -a -Ride, and three for
backup. We have five vehicles that need to be replaced now: A
1989 Chevrolet Caprice Station Wagon, two 1989 Dodge Sedans,
and two Dodge Shuttle Vans, one a 1989 and one a 1991. Council will recall when the initial purchase
of nine -passenger buses for the GrapeLine buses was made. The GrapeLine has been successful
beyond our initial expectations and we are now transporting passengers at the rate of over 135,000 per
year. We are carrying over 500 wheelchair passengers per month on Dial -A -Ride.
The nine -passenger buses are undersized for meeting present passenger demand. It is not unusual to
have standing room only, and periodically the buses are so full we cannot accommodate additional
people and passengers must wait a half hour for the next bus. It is our intention to purchase four 22 -
passenger buses, assign those buses to the GrapeLine, and place the existing GrapeLine buses on
Dial -a -Ride. The fifth bus will be configured so that five wheelchair customers can be carried at the
same time. In many cases, the large number of wheelchair calls are for multiple passengers, so a
dedicated vehicle is a practical solution.

RESOLUTION NO. 96-71
A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE SOLE -SOURCE PURCHASE OF FIVE
REPLACEMENT TRANSIT VEHICLES
WHEREAS, Lodi Municipal Code, Section 3.20.070, authorizes dispensing with
bids for purchases of supplies, services or equipment when it is in the best interests of the
City to do so; and
WHEREAS, five transit vehicles are in need of replacement; and
WHEREAS, funding for these vehicles will come from unused Federal Transit
Assistance (FTA) funds from the year 1994/95 and 1995/96 Transportation Development
Act (TDA) funds; and
WHEREAS, staff recommends the purchase of the five replacement transit vehicles
from the State of California Office of Procurement in the approximate amount of
$62,000.00 each.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby
approves the purchase of five replacement transit vehicles from the State of California
Office of Procurement in the approximate amount of $62,000.00.
