WHEREAS, the rapid growth of the Lodi Community and the expansion of City Services has greatly complicated and hindered the effective conduct of the City Government, and WHEREAS the City Council has heretofore requested a survey by Public Administration Service, who are authorities in the field of governmental organization and administration, with the view of acting on said survey, and recommending changes in the organization and procedure required to improve the government of the City of Lodi in order to accomplish the maximum effi'ciency and effectiveness of said government, and WHEREAS a report has been submitted by Public Administration Service containing basic recommendations for the reorganization of the city government, which provides for and recommends a single and complete scheme for the reorganization of said government, involving the adoption by said City of a Council -Manager form of government and making the offices of the City Clerk and City Treasurer appointive rather than elective, and WHEREAS the City Council has studied the report and believes that the establishment of a Council -Manager form of government with an appointive City Clerk and City 'treasurer am recormendsd by said survey, is sound and win serve the best interests of the citizens of the Lodi Comm- unity; NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Lodi that it is in complete agreement con- cerning the establishment of a Council -Manager form of government with the appointment of City Clerk and City Treasurer to be made by said City Council, and - Page 2 BE IT FURTHER RESOLVED that the City Clerk and City Attorney be instructed to prepare and submit at the next council meeting on January 28th an appropriate re- solution calling for a special election for the purpose of submitting this proposition to a vote of the people.
