COUNCIL COMMUNICATION
AGENDA TITLE: Purchase of Police Narcotics Canine
DATE: June 5, 1996

RECOMMENDED ACTION: That the City Council authorize Lodi Police
Department to use $5,000 of Asset Seizure Funds
to purchase a Narcotics Canine in cooperation with
Lodi Unified School District.
BACKGROUND INFORMATION: As a joint effort to curb and prevent drugs
being illegally brought onto school campuses,
the Lodi Police Department is proposing a
unique opportunity to have a nonaggressive
narcotics trained canine available to the
school district.
This canine will have the ability to detect narcotic substances in vehicles, lockers, and
personal effects not on the person of an employee or student. The presence and usage of
these canines has had a dramatic effect on decreasing the amount of drug usage on
campuses throughout the State. Calaveras, Manteca, Porterville, and the Redding Unified
School Districts have all said they have significantly reduced the amount of illicit drugs
on their campuses.
We will accomplish these goals with the purchase of a Narcotic Sniffing Canine at an
estimated cost of $10,000. This will include all necessary training for the canine and the
handler. This canine will be used in conjunction with the School Officer Program.
Officer Larry Helwig is the current School Resource Officer and is a former K-9 Officer.
He has agreed to participate in the program if approved by the Lodi Unified School
District and the City of Lodi.
Lodi Unified School District will fund half the initial $10,000 start up costs, including the
cost of the dog and initial training.

An example of how other school districts have prepared and implemented their policy
regarding this type of program is attached.
Captain Charles Mauch will be in attendance to answer any questions the Council may
have.

An example on how other districts have prepared and implemented
their policy regarding this type of program is outlined below.
In utilizing the services of nonaggressive trained detection
canines, the District will adhere to the following guidelines:
1. Under no circumstance will a dog be allowed to sniff the
person of a student, employee, patron, visitor, or anyone else
while on District property or at any District event. This
prohibition extends to and includes demonstrations. The canines
shall not be used in classrooms occupied by students except for
demonstration purposes.
2. The canine may be used to sniff lockers, common areas, desks,
bags, items or vehicles on District property as defined in
accordance with the Federal Drug Free School Zone laws.
3. Only the canine's official handler will determine what
constitutes an alert by the canine. If the canine alerts to a
particular item or place, the person who is responsible for that
item or place will be called to the scene to witness the search.
Ownership of the item or place will be established and search
activities will be conducted in accordance with District policy
and applicable law.
4. In the event the canine alerts on a locked vehicle, the owner
or person bringing it onto District property shall be asked to
open the vehicle for an inspection to be conducted by the canine
handler. Refusal to open the item for inspection may result in
further action being taken by the law enforcement agency,
disciplinary action, including but not limited to suspension or
termination of employment for employees, and suspension or
expulsion for students, and loss of parking privileges on
District property for both student and employee. Visitors or
patrons may be banned from District property.
5. Discovery of a prohibited substance or item may result in
arrest or disciplinary action but not limited to termination of
employment for employees and disciplinary action in keeping with
district policy for students.
6. Students and employees shall be informed on this policy at
the beginning of each school year.
RESOLUTION NO. 96-59
A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING USE OF $5,000 FROM THE ASSET SEIZURE FUNDS TO
PURCHASE A NARCOTICS CANINE IN COOPERATION WITH
LODI UNIFIED SCHOOL DISTRICT
BE IT RESOLVED, that the Lodi City Council hereby approves the use of $5,000
from the Asset Seizure Funds to purchase a Narcotics Canine in cooperation with Lodi
Unified School District.
