RESOLVED, that the report of Cooperative ,Fersonlaol Services, State of California Personnel Board, entitled "City of Lodi. Position Classification Survey, December, 1956", adopted by the City Council of the City of Lodi by passage of Hesolution No. 1990, be and the same is hereby amended as follows: The position of Juvenile Officer is hereby elimi- nated. City of Lodi DEFECTIVE 1)EFIN ITION April 1960 Under supervision, to assist in original and follow-up investi- gations of felony and high misdemeanor complaints; to participate in the more difficult law enforcement and investigation work; and to do related work as required. DISTINGUISHING CHARACTERISTICS; Detective is a Police Officer who by special training has developed marked skill in investigation work. Although an incumbent of this class normally devotes most of his tine to special investi- gations, he i s available fo r, and may be assigned, patrol duty o r other law enforcement work a8 a Police Officer or Juvenile Officer. TYPICAL DUTIES: As directed, gathers, preserves, and analyzes facts and evidence and makes reports concerning criminal offenses to provide sufficient evidence for determination of guilt and prosecution of charges; conducts thorough investigations of criminal cases includ- ing those involving juveniles, following the preliminary investi- gation report of the uniformed officer; interviews witnesses, com- p1 ainants and defendants, making a record of all statements, admissions and confessions; prepares material evidence for court; reviews bulletins of persons wanted by other enforcement agencies. To assist in planning and executing a program for the pre- vention of misconduct by juveniles; maintains liaison with the Juvenile Court, Probation Department and local schools; keeps him- self informed in regard to local juvenile problems, making recom- mendations to his superieors concerning them; makes himself avail- able for speaking engagfinent.9 on the subject of Juvenile Delinquency. DESIRABLE QUALIFICATIONS: License Reauirements: Fossession of a valid California Motor Vehicle Operator's License and a third class radiotelephone opera- tor's license. Ed a+;�n�ar�d Experience—: Equivalent t o graduation from high school and special training in an accredited police training school with special emphasis placed upon scientific crime detection, and two years experience in law enforcement work. Kprw /Ira ort l A1„li+ies: 1. General knowledge of criminal investigation techniques and procedures including interrogation, fingerprinting, photography, and modus operandi systems; DETECTIVE -- 2 2. Knowl edEe of criminal law with particular reference to apprehension, arrest and custody of persons committing felonies and misdemeanors, including rules of evidence pertaining to search and seizure, preparation and presentation of evidence in criminal cases; 3. Knowledge of the principles of police science and adminis- tration including crime prevention and identification; 4. Ability to gather, assemble, analyze, and evaluate facts and evidence, to draw logical conclusions and to make proper recom- mendations; 5. Ability to analyze situations quickly and apply remedial measures effectively; 6. Ability to write and speak effectively; 7. Ability to establish and maintain cooperative working reletionships with public officials, departmental employees, and the general public.
