AGENDA TITLE: Naming of Armory Park Ball Field the Tom Chapman Field
MEETING DATE: May 1, 1996

RECOMMENDED ACTION: That the City Council support the naming of the Armory Park ball field
the Tom Chapman Field,
BACKGROUND INFORMATION: Mr. Tom Chapman has worked as a part time employee for the
City of Lodi for more than 23 years as an umpire -in -chief for
adult softball and tournaments, head games official, gym field
supervisor for adult basketball, and coordinating umpire for the
Boosters of Boys/Girls Sports Junior Olympic Girls Softball program. Additionally, he has been very
active in the Amateur Softball Association representing Lodi at regional and national conferences and
served the Greater San Joaquin Metro.
Initially, the Adult Sports Advisory Board recommended renaming the Softball Complex to the Tom
Chapman Softball Complex. The Parks and Recreation Commission was not in favor of this, however
they were unanimously in favor of naming the ball field at Armory Park in Mr. Chapman's honor. The
Parks and Recreation staff support this recommendation.
Mr. Chapman is very ill. It is hoped that he will be honored at a benefit dinner Sunday, May 5, 1996
with the naming of this ball field at Armory Park.
FUNDING: $950 (estimated cost of sign) from Recreation Division operating funds and/or private
donations.

Subject: Naming the Softball Complex the "Tom Chapman Softball Complex"
Mike Reese, our recreation supervisor who coordinates the adult sports programs and
the Adult Sports Advisory Board, has asked that the Softball Complex, 401 N.
Stockton Street, be renamed the Tom Chapman Softball Complex per the Adult Sports
Advisory Board's request and his recommendation (see attached memo.)
As you know, Mr. Chapman is very sick. He has served the city since 1973, involving
himself as umpire -in -chief, basketball manager, and program field/gym supervisor. He
has made adult sports what they are today - a major program block that all of Lodi is
proud of and is known throughout the state and region.
A benefit dinner will be held Sunday, May 5, at the Tokay Bowl Tiki Room. We would
like to announce the renaming of the facility at this affair and possibly present a
painted sign to be located later in the park.
I am asking each of you to phone in your vote (aye or no) to Susan or myself by
Wednesday, April 24. If you approve this request, I will fast track it to the City
Manager and City Council.
We very much would like to meet the May 5 dinner as Mr. Chapman is not doing well
and may not be with us this summer. I think you understand.
You may ask the question - do I have the right to do this, what is the procedure, etc.
We have Peterson Park, Salas Park, David Reese Administrative Building, Marilyn E.
Field Swim Complex to name a few. It gets down to what we want to do, who we
want to honor and really when, as shown by the City Council in renaming Westgate
Park to Peterson Park.

Subject: Adult Board's recommendation for Tom Chapman
The Adult Sports Advisory Board has unanimously recommended that the adult
softball complex on North Stockton Street be renamed the Tom Chapman Softball
Complex.
Tom Chapman began work as a sports official for the City of Lodi in 1973. He
became the softball umpire in chief in 1980, as well as the Head Official in basketball.
Tom is at the park every night for league games, making sure all the officials have
arrived, getting substitutes if needed, and handling problems as they arise. He also
manages the softball complex on weekends throughout our tournament season.
He has been instrumental in the training of our sports officials, as well as ASA
umpires throughout the Greater San Joaquin Metro. Through his efforts, Lodi umpires
are invited to championship tournaments across the nation.
Tom has not only been a valuable employee, but a fine ambassador to all of our
local teams and visiting tournament teams.

A RESOLUTION OF THE LODI CITY COUNCIL
RENAMING ARMORY PARK BALL FIELD
TO THE "TOM CHAPMAN FIELD
RESOLVED, that the City Council of the City of Lodi does hereby
rename Armory Park Ball Field, situated in the area of Stockton and
Washington Streets, Lodi, California, as the "TOM CHAPMAN FIELD."

I hereby certify that Resolution No. 96-41 was passed and adopted by
the City Council of the City of Lodi in a regular meeting held May 1, 1996,
by the following vote:
AYES: COUNCIL MEMBERS - Mann, Pennino, Sieglock
and Warner (Mayor)
