AGENDA TITLE: Sole Source Purchase of Molded Rubber Products for the
Underground Electric Distribution System ($20,160.03)
MEETING DATE: May 1, 1996

RECOMMENDED ACTION: That the City Council approve the purchase of various molded
rubber products as detailed in Exhibit A from the sole
authorized distributor for this region, Western States Electric
of Portland, Oregon, in the amount of $20,160.03).
BACKGROUND INFORMATION: The Electric Utility Department's Engineering Division is
preparing work orders to install underground electric
distribution services in several new developments within the
City.
Exhibit A details the projected requirements for the various molded products in developments such as
Century Meadows 2 Unit 3 and Century Meadows 3 Unit 4, Towne Ranch, Thayer Ranch, and the River
Pointe subdivisions. The molded products, manufactured by the RTE Components Division of Cooper
Power Systems, are the only rubber products approved for these specific applications by the Electric
Utility Department's Engineering Division. Further, Western States Electric is the only authorized
distributor of RTE products in this region. (Exhibit B is a letter from the manufacturer's parent
company, Cooper Power Systems, attesting to the sole supplier agreement).
It is therefore recommended that the City Council approve the purchase of these products from Western
States Electric, at a total cost of $20,160.03.

COOPER
Cooper Power Systems has had a distributor agreement with Western States
Electric in the Northern California and Nevada area since 1988. This
agreement states that Western States Electric is an authorized representative
for the following Cooper products:
• RTE components (200 amp and 600 amp elbows, splices, etc.)
• Fusing equipment (fuse links, current limiting fuses, fault indicators, etc.)
• Arresters (overhead and elbow type, all classes)
• Pin type Insulators
At this time, Western States Electric is the only authorized distributor in this
area for these Cooper products. All other Cooper products, such as capacitors,
transformers, reclosers, padmounted switchgear and regulators are supported
by Cooper directly.

AGENDA TITLE: Sole Source Purchase of Underground Concrete Vaults ($25,375.13)
MEETING DATE: May 1, 1996

RECOMMENDED ACTION: That the City Council approve the purchase of two sizes of
underground concrete vault assemblies as detailed in Exhibit A from
the only area manufacturer currently able to produce the vaults,
Utility Vault Company of Pleasanton, in an amount not to exceed
$25,375.13.
BACKGROUND INFORMATION: The Electric Utility Department's Engineering Division is preparing
work orders to install underground electric distribution services in
several new developments within the City. These projects will
require (in addition to cable and molded rubber products), two sizes
of concrete vault assemblies.
Exhibit A details the projected requirements for the vaults in developments such as Century Meadows 2 Unit 3 and
Century Meadows 3 Unit 4, Towne Ranch, Thayer Ranch, and the River Pointe subdivisions. Exhibit B, also
attached, is a summary of recent bids showing responses and prices paid for the vaults.
Presently, Utility Vault Company of Pleasanton is the only area vault manufacturer capable of building the
underground vault assemblies to our specifications. However, the Electric Utility Department's Engineering
Division is in the process of drafting a redesign of the smaller #504 -LA vault. Since the requirements for the #504 -
LA vault assembly span a period of about twelve months, it is recommended that the City Council authorize the
purchase of up to 24 #504 -LA vaults as needed (pending completion of the redesign), and the two 4575 -LA vault
assemblies needed for the Century Meadows 3 Unit 4 development.
Purchase of vaults under this authorization will not exceed 24 #504 -LA assemblies and two #575 -LA assemblies,
or $25,375.13, and purchase of the redesigned smaller vaults would be subject to standard bid procedure.

**In October, 1994, Brooks was not on the City's bid list of vault manufacturers
Responses from Brooks Products and Associated Concrete Products have indicated that their
manufacturing equipment cannot produce vault assemblies in the size dimensions required by
Electric Utility Department specifications. (Associated Concrete Products submitted a bid for
#504 vaults in 1993 that was more than twice Utility Vault's bid, reflecting special tooling
considerations).
RESOLUTION NO. 96-38
A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE SOLE -SOURCE PURCHASE OF
UNDERGROUND CONCRETE VAULTS
WHEREAS, Lodi Municipal Code, Section 3.20.070, authorizes dispensing with bids for
purchases of supplies, services or equipment when it is in the best interests of the City to do so; and
WHEREAS, the Electric Utility Department's Engineering Division is preparing work orders to
install underground electric distribution services in several new developments within the City; and
WHEREAS, Utility Vault Company of Pleasanton is the only area manufacturer capable of
building the underground vault assemblies to our specifications; and
WHEREAS, the Electric Utility Department's Engineering Division is in the process of
drafting a redesign of the smaller #504 -LA vault; and
WHEREAS, since the requirements for the #504 -LA vault assembly span a period of about
twelve months, it is recommended that the City Council authorize the purchase of up to 24 #504 -LA
vaults as needed (pending completion of the redesign), and the two #575 -LA vault assemblies needed
for one of the developments.
WHEREAS, staff recommends the sole -source purchase of the 24 #504 -LA vaults and the two
#575 -LA vault assemblies from Utility Vault Company of Pleasanton, California in the amount of
$25,375.13.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby approves the
sole -source purchase of the 24 4504 -LA vaults and the two #575 -LA vault assemblies from Utility
Vault Company of Pleasanton, California in the amount of $25,375.13.
