RECOMMENDED ACTION: That the City Council take the following actions regarding the neighborhood
park site at Richards Ranch:
1. Decline to purchase the park site reserved in the Richards Ranch subdivision and adopt a resolution
allocating up to 15 lots to the project out of next year's available allocation.
2. Formally request that Lodi Unified School District (LUSD) plan for a joint -use facility at this location
and offer to pay up to $15,000, or 50 percent, whichever is less, toward preparation of a site master
plan.
3. Direct staff to enter into negotiations with the Richards Ranch developer to acquire the "school"
portion of the project if LUSD does not take formal action to begin the acquisition within 90 days.
BACKGROUND INFORMATION: In accordance with the Parks, Recreation and Open Space Master PI
the developer of the Richards Ranch subdivision has provided area
within the approved tentative map for a portion of the neighborhood
park located in the southeast area of Lodi. The park site would also
include property to the north for which the owner has not made any development proposals, although the
area has been pre -planned for the park and residential development. This area also includes a proposed
elementary school site (see Exhibit A).
Staff has worked with the developer on possible acquisition arrangements and the matter was reviewed
with the City Council at a closed session on March 19, 1996. At that time, the Council indicated its
intentions not to pursue the acquisition of the separate park site and to work with LUSD on joint use of
the school site to serve the neighborhood.
The Community Development Director and City Engineer met with LUSD's Administrative Director of
Facilities and Planning and discussed this course of action. LUSD is interested in working with us to
meet the community's needs with a shared facility at a lower cost than separate facilities. We also
learned LUSD staff is preparing a recommendation to the School Board to proceed with acquisition of
the school site.
Staff recommends that the City Council take the following formal actions on this matter:
1. Decline to purchase the park site reserved in the Richards Ranch subdivision and adopt a resolution
allocating up to 15 lots to the project out of next year's allocations.

The developer worked with the City in good faith to provide the park site and only requested
allocations for the remaining property. It is reasonable that with the City's decision not to purchase
the site, the allocations be granted now rather than waiting until the next cycle. If they had been
requested with the original development, it is virtually certain they would have been granted at that
time. The revised subdivision layout and the remaining school site is shown in Exhibit B. The solid
lines show the Richards Ranch portion (15 lots) and the dashed lines show how the remaining
property to the north could be developed. The City will process a revised tentative map at no
additional charge to the developer.
2. Formally request that LUSD plan for a joint -use facility at this location and offer to pay up to
$15,000, or 50 percent, whichever is less, toward preparation of a site master plan.
Under this concept, the site is predominately a school with some additional space and amenities for
neighborhood park uses. It would be appropriate for LUSD to take the lead in developing the site
master plan with City input.
3. Direct staff to enter into negotiations with the Richards Ranch developer to acquire the "school"
portion of the project if LUSD does not take formal action to begin the acquisition within 90 days.
Although LUSD staff has indicated their intent to pursue the school site acquisition, the Board
may take some other action. If there is to be no school within the area, the portion of the
Richards Ranch project (4.1 acres, net) within the 10 acres needed for the school would make an
excellent neighborhood park site. This "fallback" position will allow the development to proceed
and still provide open space and neighborhood park amenities for the southeast area as indicated
in the Parks, Recreation and Open Space Master Plan.

RESOLUTION NO. 96-40
A RESOLUTION OF THE LODI CITY COUNCIL
DECLINING PURCHASE OF RESERVED PARK SITE, RICHARDS RANCH;
MAKING LOT ALLOCATION AND JOINT -USE FACILITY REQUEST OF
LODI UNIFIED SCHOOL DISTRICT
WHEREAS, in accordance with the Parks, Recreation and Open Space Master
Plan, the developer of Richards Ranch Subdivision has provided area within the approved
tentative map for a portion of the neighborhood park located in the southeast area of Lodi;
and
WHEREAS, the park site would also include property to the north for which the
