HomeMy WebLinkAboutResolutions - No. 3293RESOLUTION NO. 3293 A RESOLUTION PROVIDING FOR A RECREATION COMMISSION FOR THE CITY OF LODI AND ESTABLISHING A SYSTEM OF RECREATION AND REPEALING RESOLUTION NO. 1571 BE IT RESOLVED, by the City Council of the City of Lodi, State of California, as follows: 1. Resolution No. 1571 of said City of Lodi is repealed and this resolu- tion is adopted in lieu thereof. 2. The Recreation Commission of the City of Lodi is hereby created composed of a commission which consists of five (5) members, one of which shall be a representative of the Lodi Unified School District, each of whom shall be appointed by the Mayor with the consent of the City Council. The appointment of one of said members shall be recommended to the Mayor by the Superintendent of Schools of the Lalli Unified School District. The Commissioners appointed under the provisions of Resolution No. 1571 and serving on said commission as of July 1, 1969, shall continue in office as if this resolution had not been adopted. The term of a commissioner shall be four years. 3. The City Manager of the City of Lodi and the Superintendent of Schools shall at all times act as advisers to the Commission and, when requested by said Commission, shall attend and advise the meetings of the said Commission. 4. Except as hereinafter specifically mentioned, the Commission shall have all the powers contemplated by the California Community Recreation Act E. C. Sec. 16651. et. seq. , and shall have the power to adopt by-laws, rules and regula- tions as necessary in the exercise of its duties. The Commission shall be advisory to the governing bodies of the City of Lodi. and the Lodi Unified School District in the field of public recreation, but shall have no administrative power or authority to incur any indebtedness or obliga- tion against any of the said public authorities. to: The advisory powers of the Commission shall include, but not be limited a. Recommendations as to the general nature of the recreation program to be provided: b. Advice and assistance to the City Recreation Director in the preparation of his annual budget: c. Recommendations a s to the means of financing the recreation facilities provided; d. Study and recommendation on needed additional recreation facilities. 5. The City Council shall annually make a request upon the governing body of the Lodi Unified School District for funds in such an amount as may be deemed appropriate to supplement City Funds for the support of the recreation pro- gram. Each such request shall be made with due regard for the budget submitted - 1 - .8295 by the City Recreation Director and the advice and recommendation ofthe Commission. The said District governing body shall consider each such request and may authorize and pay such monies as they may deem equitable into the City General Fund for recreation purposes. 6, Any and all agreements which may be necessary or proper to carry out the provisions of this resolution shall be first approved and authorized by each and all of said two (2) governing bodies. 7. Resolution No. 69-5 was adopted on the 10th day of April, 1969 by the governing body of the Lodi Unified School District approving the foregoing resolution.
