SUPPORTING LEGISLATION PROTECTING HOME RULE
WHEREAS, numerous bills are now pending before the State
Legislature to extend the life and jurisdiction of the San Francisco Bay
Conservation and Development Commission which will expire this year:
and
WHEREAS, many of these bills proposing greater regulatory powers
be given to the Commission to control all type4 of development both at the
shoreline and inland up to as much as a thousand feet have been presented
to the Legislature; and
It is being recognized that the granting of such extension of regulatory
powers to the Commission will materially violate the proven concepts of
home rule, thus removing from existing local governments the traditional
functions of community planning and zoning and arbitrarily transferring these
functions to an unknown form of regional government,
NOW THEREFORE, BE IT RESOLVED BY the City Council of the
City of Lodi that all State legislation he opposed which direcdy or indirectly
call for the encroachment upon home rule by the extension of the State or any
extension thereof: and
BE IT FURTHER RESOLVED that the State Legislature be immediately
urged to protect the principles of home rule and to retain the basic rights of
community planning and zoning within the established and workable framework
of local government.
