AGENDA TITLE: No Parking on Evergreen Drive South of Turner Road
MEETING DATE: March 17, 1999

RECOMMENDED ACTION: That the City Council adopt the attached resolution approving the installation of no -
parking zones on both sides of Evergreen Drive south of Turner Road, as shown on
Exhibit A, to accommodate Class II bike lanes; and appropriate necessary funding.
BACKGROUND INFORMATION: In accordance with the Bicycle Transportation Master Plan, adopted by Council
in November of 1994, Evergreen Drive is a Bike Boulevard and is scheduled for
either Class II bike lanes or Class III bike routes (Exhibit B). Class II bike lanes
have dedicated lanes painted along the roadway with signs, pavement wording,
and bicycle symbols. Class III routes have signs and pavement symbols, but no painted lane lines. Class II bike
lanes have been selected because almost all of Evergreen Drive can accommodate the extra width needed to install
lanes. The bike lanes will also make the travel lanes appear narrower and should reduce drivers' speeds. The bike
lanes will extend from Elm Street to Turner Road and will tie into bike lanes to be installed on Elm Street from
Evergreen Drive to Ham Lane. Bike lanes on the portion between Ham Lane and Lower Sacramento Road will be
installed in conjunction with a street reconstruction project this year. Bike lanes on the portion between
Lower Sacramento Road and Evergreen Drive will be installed after the homes are constructed on the south side.
With one of the developments along Lower Sacramento Road, the Elm Street and Lower Sacramento Road signal will
be modified. A bicycle loop detector will be installed in the eastbound bicycle lane.
The location where no parking is needed is almost entirely along areas of "reverse frontage" where the fronts of the
lots do not face Evergreen Drive. As shown on Exhibit A, the proposed zone will slightly extend into the frontage of a
comer lot and will have minimal effect or impact.
Based on goals of the Bicycle Transportation Master Plan, we recommend that City Council approve the installation
of no -parking zones as shown on Exhibit A.
FUNDING: Funding for striping and signing of the bicycle lanes and no -parking zones from Measure K
noncompetitive bicycle funds at an approximate cost of $4,700.

RESOLUTION NO. 99-42
A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING NO PARKING ZONES ON BOTH SIDES OF
EVERGREEN DRIVE SOUTH OF TURNER ROAD TO
ACCOMMODATE CLASS II BIKE LANES, AND
APPROPRIATE FUNDS FOR THIS PROJECT
BE IT RESOLVED, that the Lodi City Council does hereby approve the installation
of "No Parking" zones on Evergreen Drive south of Turner Road, to accommodate Class II
Bike Lanes, as shown on Exhibit A & B attached hereto and made a part hereof; and
BE IT FURTHER RESOLVED that $4,700.00 be appropriated from the Measure K
noncompetitive bicycle funds to cover this project.
