The bid opening for the above project is Tuesday, April 16, 1996, the day before the City Council
meeting. The "rush" timetable is due to the State loan requirement that contracts be awarded by
April 30, 1996.
Assuming there are no problems with the bids, an award recommendation will be presented at the
Council meeting.

AGENDA TITLE: Contract Award for Well 4R Tank and Pump Station Project, 1215 Thurman Street
($1,222,300), and Certify the Negative Declaration
MEETING DATE: April 17, 1996

RECOMMENDED ACTION: That the City Council certify the negative declaration, adopt the attached
resolution awarding the contract for the above project to Conco West, Inc.,
of Manteca, in the amount of $1,222,300, and appropriate funds in
accordance with the funding recommendation shown below.
BACKGROUND INFORMATION: This project consists of furnishing and constructing a one -million
gallon steel, ground -level water storage tank and booster pump
station. The tank will be located at the Well 4R site immediately
south of the industrial substation fronting Thurman Street.
The "rush" timetable is due to the State loan requirement that contracts be awarded by April 30, 1996.
The Public Works Department is also requesting that the City Council first certify the filing of a negative
declaration by the Community Development Director as adequate environmental documentation on this
project.
Plans and specifications for this project were approved on March 6, 1996. The City received the

FUNDING: The total amount shown below includes the construction contract, design and construction
engineering services and ten percent contingencies. Staff intends to use the design firm
Montgomery Watson for limited construction services and will use our contract inspector,
who has been handling the City Hall project, for much of the day-to-day inspection. He
has the applicable structural steel construction experience.

NEGATIVE DECLARATION
Notice is hereby given that the City of Lodi Planning Department has determined
that the following proposal will have no "Significant Impact on the Environment".
Supporting documentation is available in the form of a "Preliminary Environmental
Assessment" and is available for public review in the Planning Department Office,
City Hall Building, 221 W. Pine Street. Anyone wishing to appeal the issuance of
this Declaration to the Planning Commission may do so no later than the date
indicated as "Last date to Appeal".

PROJECT DESCRIPTION OF NATURE, PURPOSE, AND LOCATION
Ile project is to install one water storage tank on an existing ground water well site. The tank
measures 70 feet in diameter, is approximately 30 feet in height, and has a capacity of one million
gallons. Other elements of the project include the construction of a pump house, the installation of
a fence surrounding the site, and the installation of landscaping at the frontage of Thurman road.
The existing surrounding land uses include the Electrical Substation (Henry Rice) on the northern
half of the project site, the Thurman Road right-of-way and an undeveloped 6.7 acre industrial
property to the South, an existing 11 acre vineyard to the East, and a partially developed (including
building and parking) 18 acre industrial property to the West.
The project site is located on the southern half of an 8 acre City owned property and is the location
of an existing water well (4R). The site is currently undeveloped other than the existing well, and
is surrounded by land that is within the City's limits and is zoned for heavy industrial uses.

A RESOLUTION OF THE LODI CITY COUNCIL
AWARDING THE CONTRACT FOR THE WELL 4R TANK AND PUMP STATION
PROJECT AND CERTIFYING THE NEGATIVE DECLARATION AS ADEQUATE
ENVIRONMENTAL DOCUMENTATION
WHEREAS, in answer to notice duly published in accordance with law and the
order of this City Council sealed bids were received and publicly opened on April 16, 1996
at 1:30 p.m. for the Well 4R Tank and Pump Station Project, described in the
specifications therefore approved by the City Council on March 6, 1996 and
WHEREAS, said bids have been compared, checked, and tabulated and a report
thereof filed with the City Manager as follows:

WHEREAS, the City Manager recommends award of the contract for the Well 4R
Tank and Pump Station Project, be made to the low bidder, Conco West, Inc., of Manteca,
CA; and
WHEREAS, it is the recommendation of the Community Development Director that
the City Council certify the filing of a Negative Declaration as adequate environmental
documentation for the Well 4R Tank and Pump Station Project; and
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of
the contract for the Well 4R Tank and Pump Station Project, be and the same is hereby
awarded to Conco West, Inc. of Manteca, CA, the low bidder, in the amount of
$1,222,300; and
BE IT FURTHER RESOLVED that the Lodi City Council has reviewed all
documentation and hereby certifies the Negative Declaration as adequate environmental
documentation for the Well 4R Tank and Pump Station Project.
