HomeMy WebLinkAboutResolutions - No. 2983RESOLUTION NO. 2983 ESTABLISHING THE CLASSIFICATIONS C' CIVIL ENGINEER III AID WATER AND SMTR SUPERVISOR AND SALARY RANGES THEREFOR RESOLVED, by the City Council of the City of Lodi, that the report of Cooperative Personnel Services, State of California Personnel Board, entitled "City of Lodi Classification and Salary Survey September 1964," as amended and adopted by Resolution No. 2788, be and the same is hereby further amended by the adoption of job specifications for "Civil Engineer IIS" and 'Water and Sewer Supervisor" dated August 1956 attached hereto and made a part hereof. DISTINGUISHING C HLrZ AC TER I STI C 5 This class differs from the next lower class of Civil Engineer II in that it involves primary responsibility for major design work such as large storm drain projects, street reconstruction projects, and other projects of this scope, rather than more limited areas and plans. The incumbent is also assigned considerable administrative and super- visory responsibilities. EXAMPLES OF DUTI SS Prepares engineering plans and specifications for the construction of storm drains, streets and structures; checks plans for accuracy and completeness and makes recommendations for revision and improve- ment; reviews specifications for composition and accuracy; prepares preliminary and final cost estimates; assists subordinate engineering personnel with difficult problems; makes plan layouts, details and drawings; makes engineering calculations, such as hydraulic run-off, structural stresses, strains and strengths, areas, closures, grades and curves; meets with other agency officials, individuals and industry representatives in discussing engineering problems; assists in planning, ozganiz%ng and directing the office and field engineering and maintenance personnel in the construction and maintenance of public works projects; prepares special reports for the department head. LICENSE Possession of certificate of Engineer - in- Training issued by the California State Board of Registration for Civil and Professional Engineers. DESIRABLE QUALI FICF TIGiNS Knowledge of: Principles, practices, and methods of civil engineering as applied to the planning, designing, and construction of municipal public works projects; Design principles, strength of materials, and stress analysis required in planning public works construction projects; Principles of mechanical engineering, structural engineering, and surveying as they apply to the design of public works structures; Municipal public works administration. and Civil Engineer III - 2 DESIRABLE QUF:LI FICkTIONS - (Cont Id.) Ability to: Prepare plans and specifications and to review estimates; Prepare contract documents and to supervise and coordinate construction contracts; Direct the vork of subordinate engineering personnel; Establish and maintain effective relationships with other employees and the public. and Experience: Threeyears of professional civil engineering work including experience in surveying and designing streets and water and sewer systems. and Education: Graduation from college with a degree in civil engineering. Under general direction, to supervise the construction, maintenance and repair of City watez and sewer systems; to supervise water production activities; to supervise the operation of sewage treatment plants; and to do related work as required. DISTINGUISHING CHF.i2 .CTEHISTICS The Water and Sewer Supervisor is immediately responsible for supervision of maintenance and construction oZ City water and sewer systems. General construction orders are received from the Director of Public Works, reviewed as to plans and specifications, and inter- preted to the respective crew foreman. He is also responsible for the operations involved in water production and sewage collection, treatment and disposal under the direction of the Director of Public Works. EXA.NFLSS OF UUTIaS Plans, directs, inspects and occasionally personally supervises construction and repair of water and sewer systems; plans work sched- ules, issues requisitions for equipment, naterials and supplies; directs and supervises the naintenance and repair of water and sewer equipment; estimates construction and maintenance operation costs and keeps time; materials and other job records; assists in gathering information for budget purposes; supervises periodic inventory of materials; handles difficult public relations matters including complaints; establishes and maintains City water and sewer construction crew schedules; assists in writing specifications; gives general supervision to journeyman plant operators assigned to the sewage treatment plant facilities, directing maintenance and crew schedules; slxpervises the taking of sewage samples for analysis; assists in the direction of new well con- struction; prepares reports. DESIRABLE QU LIFIC6.TIOi7S Knowledge o f: The materials, equipment, procedures, and practices employed in municipal water and sewer systems construction and maintenance, including water production and sewage treatment; Related public works operations, particularly electric and street system as they relate to water and sewer systems construction and maintenance work; Mechanical equipment including its uses and operations, and tools and materials commonly used in watex and sewer systems work* and Water and Sewer Supervisor -- 2 DESIRABLE QUAL IFTC iIQyS_ (cont' d. ) Ability ta: Plan, organize, assign and supervise the day-to-day work of construction and maintenance crews; Establish cooperative working relationships vii.th employees, contractors, and the general public; Keep clear and accurate records; Read and interpret blueprints, diagrams, and symbols used in the design and construction of water and sewer systems. and Experience: Five years of work experience including at least one year in subprofessional engineering or maintenance and construction work and one year in administrative or supervisory work including wide public contact. and Education: Equivalent to completion of two years of college.
