AGENDA TITLE: Traffic Resolution Amendment - Poplar Street and Washington Street,
Four -Way Stop Control
MEETING DATE: April 17, 1996

RECOMMENDED ACTION: That the City Council adopt a resolution amending the Traffic Resolution
#87-163 by approving the installation of a four-way stop control at
Poplar Street and Washington Street (Exhibit A).
BACKGROUND INFORMATION: The intersection of Poplar and Washington streets has been
studied due to concerns received from the Police Department,
City Transit, and Lodi Boy and Girls Club. The concern is the
difficulty in seeing southbound vehicles on Washington Street while
stopped westbound on Poplar Street due to a fence located at the northeast comer. The following
study includes existing conditions, previous actions, and discussion and recommendation.
EXISTING CONDITIONS: This intersection is currently controlled by stop signs on Poplar Street at
Washington Street. The intersection is four legged with the north leg of Washington Street being one-
way southbound. The area is primarily residential with the Boys and Girls Club/Blakely Park located at
the northwest comer and a church at the southwest comer of the intersection. Recent traffic counts
performed on Poplar and Washington streets are approximately 1,490 and 480 vehicles per day,
respectively. Available accident data from the four plus -year period from 1992 to the present indicates
there have been two accidents at this intersection. Both accidents involved southbound versus
westbound vehicles. Vision obscurements created by the sun and the fence at the northeast comer
were noted as associated collision factors in these accidents.
PREVIOUS ACTION: This intersection was previously studied for traffic control in 1989 due to
requests to convert the then existing yield signs on Poplar Street to stop signs. During that study, traffic
volumes indicated the traffic control was placed on the street carrying the majority of traffic. Generally,
traffic controls are placed on the minor street, which allows the majority of drivers to travel
uninterrupted. However, staff was reluctant to recommend the reversal of existing controls in the
absence of an accident problem or significant difference in volume. Traffic counts in 1989 at Poplar
and Washington streets were 900 and 550 vehicles per day, respectively.
DISCUSSION/RECOMMENDATION: Based on the difference between traffic volumes on
Poplar Street and Washington Street, staff would normally recommend switching the stop signs to the
minor street (Washington Street). However, switching the signs may be confusing to some motorists,
possibly resulting in increased accidents. Additionally, since overall traffic volumes are low with no
unusual peak volume periods, the installation of a four-way stop control should not create any

congestion problems. This intersection is also likely to see increased pedestrian activity due to the
newly constructed Boys and Girls Club facility. Based on these factors, staff recommends the
installation of a four-way stop control at the intersection of Poplar and Washington streets. Painted
crosswalks will also be installed at this intersection.
FUNDING: Funding for switching these traffic controls from the Street Maintenance Account at an
approximate cost of $600.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING INTERSECTION CONTROL AT THE INTERSECTION OF
POPLAR AND WASHINGTON STREETS AND THEREBY AMENDING
TRAFFIC RESOLUTION NO. 87-163
RESOLVED, that the City Council of the City of Lodi does hereby approve the
installation of "Four-way Stop" signs on Poplar and Washington Streets; and
FURTHER RESOLVED, that City of Lodi Traffic Resolution No. 87-163, Section
2 "Through Streets, Stop Intersections, and Yield Intersections" is hereby amended by
installing four-way stop signs on Poplar and Washington Streets.
