AGENDA TITLE: Rejection of Bids, Approval of Revised Specifications, and
Authorization to Readvertise for Bids for Fire Department Day Room
Furniture
MEETING DATE: March 20, 1996

RECOMMENDED ACTION: That the City Council reject the two bids received for day room
furniture for the Fire Department, approve revised specifications, and
authorize re -advertisement for bids.
BACKGROUND INFORMATION: On February 7, 1996, the City Council approved specifications and
authorized advertisement for bids for thirteen reclining chairs for use in
the day rooms at the City's three fire stations.
Bid forms were sent to nine office furniture dealers; however, only one responded with a bid for the chairs specified
(the other bid offered alternative chairs):

Holsinger, Merdo Park No Bid
Follow-up calls to the companies submitting "No Bid" responses determined that (1) although many of the companies
represented the manufacturer in the commercial lines, the manufacturer had limited distribution for the residential line
of chairs, and (2) since the chairs specified were primarily for residential use, the factory warranty could be voided if
chairs were used in a commercial or 24-hour environment.
The revised specifications are for a commercial -grade chair available through various distributors in the Lodi -
Stockton -Sacramento area.

A RESOLUTION OF THE LODI CITY COUNCIL
REJECTING ALL BIDS FOR FIRE DEPARTMENT DAY ROOM FURNITURE,
APPROVING REVISED BID SPECIFICATIONS AND AUTHORIZING READVERTISEMENT
WHEREAS, in answer to notice duly published in accordancc with lav and the order of
this City Council sealed bids were received and publicly opened on February 21, 1996 at 11:00
a.m. for the bid for Fire Department Day Room Furniture, described in the specifications therefore
approved by the City Council on February 7, 1996 and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof
filed with the City Manager as follows:

WHEREAS, because of changes needed in the specifications to seek commercial -grade
(24-hour environment) chairs rather than chairs for residential use, staff recommends that Council
reject all bids, approve the revised specifications and authorize readvertising for bids.
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that all bids received
are hereby rejected for the Fire Department Day Room Furniture, and hereby approves the revised
specifications, and authorizes staff to readvertise for bids.

Re: City of Lodi Bid for La -Z -Boy Recliners
Dear Barbara:
On Wednesday, March 20, 1996, at 7:00 p.m. in the Carnegie Forum, the Lodi City Council will
consider a recommendation that it reject the two bids the City received for recliners for the Fire
Department day rooms.
The recommendation was based on the fact that only one bid was received for the chairs specified, that
the chairs specified were designed primarily for residential use, and that chairs designed for commercial
use would more adequately serve the needs of the department.
If you wish to address the City Council in support of your bid you will have the opportunity to do so.
You may either fill out and hand to the City Clerk a "Request to Speak to Council" card (available on
the table in the foyer of the Council Chambers), or, when the mayor asks if anyone in the audience
wishes to speak about any of the Consent Calendar items, you may indicate at that time that you wish to
speak in opposition to the recommendation, and in support of your bid.

address the City Council, please call me prior to Wednesday, March 20.
