RECOMMENDED ACTION: That the City Council allocate the funds and direct the Public Works Department
to prepare a request for qualifications (RFQ) for the master planning of required
changes to the Public Safety Building.
BACKGROUND INFORMATION: The Public Safety Building was constructed in 1967 with only minor
remodels taking place in certain specific areas. The time has come to
consider major remodeling of this facility. This remodeling is being
triggered by major deficiencies in the HVAC system, compliance with the
new ADA standards, and Police and Fire department deficiencies that have to be resolved.
Because of the current space needs, it has been determined that the Police Department's Investigation Division
will be moved to the basement of the Carnegie Forum at such time as the City Hall Remodel Project is
completed. The Police Department wants to move its Operations Division to the first floor and also make a
major expansion to the Dispatch Center. The expansion of the Dispatch Center will require its relocation in the
facility. These major changes, together with other space planning needs require that an updated master plan
for the use of the Public Safety Building be developed.
The major tasks in this master planning would include:
• Develop written needs assessment and design program
• Develop master plan and phasing strategies
• Prepare cost estimates
We are requesting that the City Council direct the Public Works Department to develop an RFQ to cover the
master planning. The RFQ will describe the scope of the work and request information related to the
qualifications of the interested firms. A short list of four or five firms would be developed. A selection
committee would interview these firms and select a firm which would then be asked to submit a fee proposal.
It is recommended that the selection committee be appointed by the Mayor and be made up of parties, such
as staff, member of SPARC, member of Planning Commission, City Council, outside contractor, etc. The firm
selected would also be considered for the preparation of the future contract plans and specifications.
It is recommended that $20,000 be allocated for the planning study to develop the Public Safety Building
master plan.
FUNDING: Money to come from Police impact fees.
