WHEREAS, in cooperation with the Lodi Unified School District and the Reese
Elementary School Principal, City staff applied for State of California Department of
Transportation (Caltrans) "Safe Route to School" grant funds for traffic calming features
at the Elm Street and Mills Avenue intersection; and
WHEREAS, at the February 24, 2004, Shirtsleeve Session, staff reviewed with
City Council several options for this intersection. The grant application anticipated
installation of "bulb outs" at the four corners. Staff also discussed forwarding Caltrans a
request for a funding extension to allow additional time to obtain accurate traffic
information, given the construction of a new middle school in the area; and
WHEREAS, Caltrans authorized a one-year extension, and City staff performed
additional traffic counts and met with school staff to discuss the proposed
improvements. With the additional student traffic from the now middle school, staff is
not recommending the construction of the bulb outs at the Elm Street and Mills Avenue
intersection. This intersection currently has four-way stop controls, and the bulb outs
would adversely affect the traffic flow, resulting in more congestion; and
WHEREAS, since the funds were specific to improvements for the Reese
Elementary School area, staff requested a scope modification for a flashing in -roadway
lighted crosswalk and flashing school signage on Elm Street at Loma Drive, due to the
fact that the Loma Drive crossing is currently uncontrolled and has 119 school -aged
pedestrians crossing in the morning and 169 schoof-aged pedestrians crossing in the
afternoon; and
WHEREAS, the project will also include the installation of four flashing yellow
beacons and school signage in advance of the Reese Elementary School to warn
motorists they are approaching a school zone. Also, a flashing all -way red beacon,
which will span on a cable connected to two new traffic signal standards, and street
lights will be installed at the Elm Street and Mills Avenue intersection that has all -way
stop control. The signal standards will provide lighting for the intersection and, in the
future, will accommodate conversion for use as a traffic signal; and
WHEREAS, staff is requesting City Council authorize the City Manager to
execute all necessary agreements, such as a Program Supplement and Master
Agreement, for project funding,
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
approve the plans and specifications, authorize advertisement for bids for Lighted
Crosswalk/Finhing Beacon Project, Elm Street at Loma Drive and at Mills Avenue, and
on Mills Avenue (Various Locations), and authorize the City Manager to execute
agreements to implement the project.
