WHEREAS, in cooperation with the Lodi Unified School District and the Reese Elementary School Principal, City staff applied for State of California Department of Transportation (Caltrans) "Safe Route to School" grant funds for traffic calming features at the Elm Street and Mills Avenue intersection; and WHEREAS, at the February 24, 2004, Shirtsleeve Session, staff reviewed with City Council several options for this intersection. The grant application anticipated installation of "bulb outs" at the four corners. Also, a flashing all -way red beacon, which will span on a cable connected to two new traffic signal standards, and street lights will be installed at the Elm Street and Mills Avenue intersection that has all -way stop control.
