WHEREAS, the City of Lodi currently has six wells with treatment systems that use granular activated carbon (GAC) to remove dibromochloropropane (DBCP). The wells must have this treatment in order to be used by the City water system; and WHEREAS, four systems are anticipated to require GAC replacement during the 2004-05 and 2005-0.6 budget periods. The cost of replacing and/or reactivating GAC is between $42,000 and $72,000 per well, totaling approximately $230,000 for four wells, and WHEREAS, the life of the GAC in a treatment system has varied between 29 and 40 months. Currently, using innovative operating strategies, three systems have had GAC on line for over 55 months and two systems for over 40 months. When breakthrough of DI CP occurs, the treatment system must be taken off fine and the spent GAC replaced/reactivated. Reactivation of the spent carbon will allow the City to obtain applicable recycle credits; and WHEREAS, for the two most recent replacements of GAC, the City has participated in GAC contracts, taking advantage of bid prices for larger water systems. GAC manufacturers/vendors have again expressed a willingness to allow the City to participate in such a contract. An informal bidding process will evaluate prices, quality of GAC, reactivation credits, services provided, and availability; and WHEREAS, staff recommends that the City Council authorize the City Manager to enter into contracts to purchase and/or reactivate replacement GAC for D6CP treatment systems at City drinking water wells. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to enter into contracts to purchase and/or reactivate GAC for DBCP treatment systems at City drinking water wells in the amount of $230,000, funds for which will come from the Water Utility Fund's DBCP Operations and Maintenance account, funded, in part, under the terms of the DBCP settlement.
