WHEREAS, the state has. mandated that beginning January 1, 1998, the City of Lodi is
obligated to fund various programs through a Public Benefits Charge based on an historical
electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1 million per year that must be
dedicated to qualifying programs such as energy efficiency. A further stipulation is that these
efforts must be done on the customer's side of the meter in order to qualify; and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments
or customer groups: commercial/industrial, residential, community/non-profit, and municipal;
and
WHEREAS, the City of Lodi Electric Utility proposes to implement a new version of the
Lodi Helping Hands Project, whereby the 2005 program proposes to utilize the services of the
Rising Sun Energy Center to assist in the hiring and training of several "energy specialists";
and
WHEREAS, the specialists will then provide free energy efficiency improvements and
services to 200 low-income families throughout Lodi, and
WHEREAS, once identified and approved to participate in the program, the eligible
families will receive some or all* of the following products and services:

WHEREAS, the $31,340 Public Benefits Program funding will be utilized for the Rising
Sun Energy Center to train . the part-time energy :specialists, to purchase retractable
clotheslines, to purchase the:33 EnergyStar@ refrigerators (and dispose of any existing,
inefficient refrigerators at the customer address), and for other program administrative and
marketing expenses; and
WHEREAS, in order to fund the other energy efficiency measures noted above and to
pay the energy specialists a per-hdrne stipend, the Rising Surf Energy Center has received a
$70,000.00 financial allocation from Pacific Gas & Electric Company (PG&E). Thus, the City of
Dodi is able to partner with PG&E to assist a greater number of lone -income families in our
community; and
WHEREAS, Electric Utility staff is also recommending that a contract be executed with
Berkeley -based Ruing Sun Energy Center to assist in managing this project. The Rising Sun
Energy Center was utilized for the 2003 and 2004 Lodi Helping Hands Projects and has
repeatedly demonstrated an ability to organize and implement programs to assist love -income
customers, beth in Lodi and in other northern California communities. For these reasons,
Electric Utility staff requests that the Lodi City Council dispense with going out to bid pursuant
to Lodi Municipal Code 3.20.070; and
WHEREAS, Electric Utility staff respectfully recommends approval of the Lodi Helping
Hands Project li as a qualifying component of the City of Lodi Public Benefits Program,
categorized as Low-income Services,
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to provide a Public Benefits Program grant in the amount of
$31,340 to fund the Lodi's Youth Helping Hands Project I[; and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute a
contract with the Rising Sun Energy Center to assist in the coordination and implementation of
this project.
