HomeMy WebLinkAboutResolutions - No. 2005-45RESOLUTION NO. 2005-45 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR LODI AVENUE OVERLAY (LOWER SACRAMENTO ROAD TO HAM LANE)/PACIFIC AVENUE EXTENSION (WALNUT STREET TO LODI AVENUE) PROJECT, AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY AGREEMENTS TO IMPLEMENT THE PROJECT AND TO AWARD OR REJECT THE CONTRACT UP TO $815,000, AND APPROPRIATE FUNDS FOR THE PROJECT WHEREAS, this project is comprised of two separate but contiguous elements of work paid for by separate funding sources and are being combined as one project to take advantage of economy of scale cost savings associated with larger projects; and WHEREAS, the first element of work consists of installing a 0.15 -foot thick asphalt pavement overlay on Lodi Avenue between Lower Sacramento Road and Ham Lane, which includes approximately 3,550 tons of asphalt concrete and 35,400 square yards of pavement reinforcement fabric; pavement grinding, pavement striping; wheelchair ramps; installing 1,100 linear feet of 15 -inch diameter storm drain pipeline; and other incidental and related work. This portion of the work will be funded by Measure K Maintenance and Wastewater funds. The storm drain improvements are being performed prior to the overlay to address deficiencies associated with the local drainage system serving Leland Court; and WHEREAS, the second element of work consists of constructing a roadway extension of Pacific Avenue between Walnut Street and Lodi Avenue. This work is being performed in cooperation with the Lodi Unified School District and includes approximately 450 linear feet of roadway improvements that are Warmed to facilitate traffic flow (including school buses) during school operations. The roadway extension will be constructed on School District property and remain a District -owned and -maintained facility; and WHEREAS, traffic studies show that by providing an additional access point far Lodi High School at this location, the traffic circulation at Elm Street and Pacific Avenue and Ham Lane at Walnut Street and Oak Street will be more evenly distributed, reducing the congestion at these locations during school commute times. Funding for this portion of the work is from a $108,000 Safe Routes to School Grant secured by Public Works staff and a $12,000 match from Lodi Unified School District; and WHEREAS, construction for both elements of work is scheduled to take place during the months of June and July while school is out of session, with businesses and residents along the corridor being notified prior to the start of work: and WHEREAS, staff recommends approval of the plans and specifications and authorization for bids for the Lodi Avenue Overlay (Lower Sacramento Road to Ham Lane)/Pacific Avenue Extension (Walnut Street to Lodi Avenue) Project, and further recommends authorizing the City Manager to execute all necessary Agreements to implement the project, and further authorizes the City Manager to award or reject the contract up to $815,000.00, and further recommends appropriating $815,000.00 as follows: Measure K Maintenance $590,000 Wastewater Fund $105,000 Safe Routes to School Grant $108,000 Lodi Unified School District $ 12,000 NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve the plans and specifications and authorizes advertisement for bids for the Lodi Avenue Overlay (Lower Sacramento Road to Ham Lane)/Pacific Avenue Extension (Walnut Street to Lodi Avenue) Project; and BE IT FURTHER RESOLVED that the Lodi City Council hereby authorizes the City Manager to execute all necessary agreements to implement the project; and BE IT FURTHER RESOLVED that the City Council authorizes the City Manager to award or reject the contract up to $815,000,00 for the Lodi Avenue Overlay (Lower Sacramento Road to Ham Lane)/Pacific Avenue Extension (Walnut Street to Lodi Avenue) Project; and BE T FURTHER RESOLVED that funds in the amount of $815,000.00 be appropriated as follows: Measure K Maintenance $590,000 Wastewater Fund $105,000 Safe Routes to School Grant $108,000 Lodi Unified School District $ 12,000 Dated: March 16, 2005 I hereby certify that Resolution No. 2005-45 was passed and adopted by the City Council of the City of Lodi in a regular meeting held March 16, 2005, by the following vote: AYES: COUNCIL MEMBERS - Hitchcock, Johnson, Mounce, and Mayor Beckman NOES: COUNCIL MEMBERS - None ABSENT: COUNCIL MEMBERS - Hansen ABSTAIN: COUNCIL MEMBERS - None SUSAN J.
