HomeMy WebLinkAboutResolutions - No. 2005-43RESOLUTION NO. 2005-43 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE PROJECTED USE OF FUNDS FOR THE 2005-06 FEDERAL ALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME PROGRAM FUNDS, AND FURTHER REALLOCATING AVAILABLE UNOBLIGATED FUNDS FROM PREVIOUS PROGRAM YEARS WHEREAS, the Department of Housing and Urban Development has determined that the City of Lodi, California, is entitled to Community Development Block Grant (CDBG) and HOME funding as a participating city through the County of San Joaquin and Urban County, for fiscal year 2005-06 Federal allocation; and WHEREAS, the City Council of the City of Lodi has been made aware of the amount of the CDBG and HOME funds available for the 2005-06 Federal allocation of fiscal program year being approximately $795,370 and $280,360, respectively; and WHEREAS, the City of Lodi has held, with proper notification, a public hearing at the City Council meeting held March 2, 2005, to receive comments and proposals from the public regarding the projected use of CDBG and HOME funds, and provided the public with adequate information concerning the amount of funds available for community development activities, the range of eligible activities, and other important requirements; and WHEREAS, the City of Lodi, California, has received public input regarding the proposed use of CDBG and HOME funds; and WHEREAS, the City Council of the City of Lodi has been made aware of the need to reallocate unused CDBG and HOME funds from previous years to facilitate the expedited use of those funds; and WHEREAS, staff therefore recommends the reallocation of $283,427.97 of unused available CDBG and HOME funds from previous program years to supplement the 2005-06 funding and reduce the balance of unused funds, as shown as follows: Sources of Reallocated Funds 96-05 Eastside Alley Lighting 96-08 Habitat for Humanity 97-02 Eastside Historical Survey 97-09 Archway Shelter 97-11 Eastside Ailey Lighting 98-01 Eastside Park Improvements 98-02 Eastside Park Disability Access 99-03 LOEL Sr. Center Renovation 99-13 Administration 00-07 LOEL Senior Center Sidewalk 00-08 Saly Army Center of Hope 00-12 LOEL Senior Center Programs 02-10 Administration 03-10 Administration 03-16 Lodi House Playground Distribution of Reallocated Funds LOEL Center & Gardens (04-10) $128,319.00 Buy -down of 301 E. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi does hereby approve the recommended 2005-06 Federal allocations of CDBG funds to the projects recommended by staff in the amount of $795,370, as shown as follows: (1) City of Loch Public Works Department $250,000 Handicapped Ramp Project (2) LOEL Center & Gardens $ 61,500 Acquisition of 303 E. Oak Street for senior housing apartment units (3) Lodi Cat Connection $ 16,000 Operation of Trap -Neuter -Vaccinate Program for cats and dogs within target area (4) City of Lodi Parks & Recreation $ 65,250 Van Buskirk Park Poured in place playground surfacing (5) City of Lodi Parks & Recreation $100,000 Hale Park - tot lot playground (6) Salvation Army $196,000 Phase 1 - site acquisition 600 N. Sacramento Phase 2 - improvements to include off-street parking, loading dock, and ADA ramp (7) Fair Housing $ 26,620 Fair Housing services to low-income residents (8) Program Administration $ 70,000 Costs related to administration of CDBG/HOME Program Total Distribution of 2005-06 CDBG Allocation $795,370 BE IT FURTHER RESOLVED that the City Council of the City of Lodi does hereby approve the recommended 2005-06 Federal allocations of HOME funds to the projects recommended by staff in the amount of $280,360, as shown as follows: (1) City of Lodi Housing Assistance Programs $280,360 Down Payment Assistance Loan Program Total Distribution of 2005-06 HOME Allocation $280,360 BE IT FURTHER RESOLVED that the Lodi City Council does hereby approve the reallocation of $283,427.97 of unused available CDBG and HOME funds from previous program years to supplement the 2005-06 funding and reduce the balance of unused funds to the following programs: (1) LOEL Center & Gardens (04-10) Buy -down of 301 E. Oak Street (2) LOEL Center & Gardens Acquisition of 303 E.
