HomeMy WebLinkAboutResolutions - No. 2005-39WHEREAS, two underground fuel tanks located behind the Public Safety wilding at 230 West
Elm Street have served the Civic Center operations since 1938; and
WHEREAS, one 12,000 -gallon tank was used for unleaded feel, and one 2,000 -gallon tank was
used for diesel fuel; and
WHEREAS, the tanks and gasoline dispenser have had regulatory compliance issues, and in
early January 2004, the unleaded dispenser was shut down; and
WHEREAS, fallowing a meeting with San Joaquin County's Environmental Health Department in
early February 2005, it was determined that the cost to upgrade and maintain the site would be
significantly more than closing it, and
WHEREAS, the City Manager approved that the City move forward on an emergency basis to
have the two tanks, dispenser, and associated piping removed immediately; and
WHEREAS, staff solicited proposals from four contractors and received three responses, with the
lowest responsible bid from Jim Thorpe, Inc., in the amount of $13,747; and
WHEREAS, staff recommends appropriating $25,000, which also includes funds for the County
permit fees, soils testing, asphalt replacement, and other associated miscellaneous casts, from the
General Fuad Capital for this project; and
WHEREAS, staff further recommends that the City Council authorize the City Manager to
appropriate up to an additional $15,000 for soil contamination cleanup should it be necessary, pending
direction from the Environmental Heafth Department,
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby appropriate
$25,000 for the emergency removal of underground fuel storage tanks at 230 West Elm Street from the
General Fund Capital reserve; and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to appropriate an
additional $15,000 from the General Fund Capital Reserve for soil contamination cleanup should it be
necessary, pending direction from the Environmental Health Department.
