HomeMy WebLinkAboutAgenda Report - March 20, 1996 (63)m 0 CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Professional Services for Preparation of Risk Management and Prevention Program (RMPP) for the White Slough Water Pollution Control Facility ($9,000) MEETING DATE: March 20, 1996 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council authorize the City Manager to execute a professional services agreement with BASE Associates in Sacramento, for preparation of the risk management and prevention program (RMPP). BACKGROUND INFORMATION: The Risk Management Prevention Program is mandated by Article 2 of Chapter 6.95 of the California Health and Safety Code. The administering agency for this program is the County of San Joaquin Office of Emergency Services. White Slough's bulk chlorine and sulfur dioxide tanks (10 tons each) are triggering this requirement due to the toxic nature of these chemicals. This plan would outline emergency procedures in the the event of an accidental release. City staff had earlier requested an exemption from this State -mandated program, but on September 25, 1995, our request was denied. The City Council approved the proposal and estimated funding at its meeting of December 20, 1995. Twenty-three firms were invited to submit proposals. Of the eleven responses received, eight included proposals which were reviewed by City staff. Three firms were selected for an interview.
