HomeMy WebLinkAboutResolutions - No. 2005-183RESOLUTION NO. 2005-183 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO ALLOCATE PUBLIC BENEFIT FUNDS TO EXTEND THE LODI LIVINGWISE PROGRAM, AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH RESOURCE ACTION PROGRAMS TO ASSIST IN COORDINATING THIS EDUCATIONAL PROJECT WHEREAS, the City of Lodi Electric Utility Department is continuing its efforts to bring new and innovative products and services into the classroom, and the Lodi LivingWise Education Project is another such effort, providing educators and students with a useful tool that demonstrates energy and water conservation; and WHEREAS, the Lodi LivingWise Education Project will provide over 500 energy and water conservation kits to 6th grade students throughout Lodi; and WHEREAS, each kit contains a compact fluorescent lamp, an Electro luminescent (energy-efficient) Night Light, a low -flow showerhead, faucet aerators, a water leak test for toilets, Teflon tape, tape measure, air temperature monitor, an energy efficiency CD-ROM game, tips onenergy/water conservation, and specific ways to weatherize/insulate a home; and WHEREAS, once the kits are delivered to a school site and the teachers receive their training packets, students are then instructed on how/why to implement the contents of the kit at their home. There are pre -installation and post -installation course discussions that are provided to the instructors, so that the students are fully engaged in this project. Once the students have the contents of their kits at home, an assessment is produced by Resource Action Programs staff to determine projected energy savings associated with the installation of the various energy conservation measures; and WHEREAS, Electric Utility staff is recommending approval of a contract with Resource Action Programs, of Modesto, California, at a cost of $24,986, which includes classroom support and teacher training, the purchase of 500 plus educational kits, and program evaluation - measurement and verification of the programs success - by school site; and WHEREAS, Resource Action Programs is the only firm staff has identified that provides these unique educational kits, and for this reason, staff respectfully requests that the Lodi City Council dispense with going out to bid pursuant to Lodi Municipal Code §3.20.070; and WHEREAS, Electric Utility staff respectfully recommends approval of the Lodi LivingWise Education Project as a qualifying component of the City of Lodi Public Benefits Program, further categorized as demand-side management and research, development, and demonstration services. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby authorizes the City Manager to allocate $24,986 in Public Benefit Program funds to extend for one year the Lodi LivingWise Program; and BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute a contract with Resource Action Programs, of Modesto, California, to assist in coordinating this educational program.
