Recognizing, however, that the availability of necessary funding may depend on the funding programs or processes of various State and Federal agencies, the City of Lodi agrees to consider amendments to the Air Quality Management Plan, if necessary, to modify the funding or schedules of implementation actions. It is agreed that such modifications will not affect the maintenance of reasonable further progress as defined in the plan; and BE IT FURTHER RESOLVED that the City Council of the City of Lodi will consider modification of adopted measures and/or adoption of additional measures, as appropriate, during the continuing planning process if implementation does not achieve "reasonable further progress" in reducing emissions, as required by the Clean Air Act; and BE IT FURTHER RESOLVED that the staff of the City of Lodi will cooperate with San Joaquin County air quality planning staff to develop a procedure for determining the consistency of future development proposals with the air Quality Management Plan. This consistency determination procedure will be based upon the framework described in Section VII -C of the Air Quality Management Plan; and BE IT FURTHER RESOLVED that the City of Lodi commits itself to continued participation in the continuing air quality planning program; and BE IT FINALLY RESOLVED that this resolution is entered into on the condition that the City of Lodi portion of the Air Quality Management Plan will be certified without change by the State.
