HomeMy WebLinkAboutResolutions - No. 78-99RESOLUTION NO. 78-99 RESOLUTION ESTABLISHING A POLICY REQUIRING CERTIFICATION THAT ALL ITEMS PURCHASED IN CITY PROJECTS HAVE BEEN PRODUCED IN FACILITIES PAYING WORKERS NO LESS THAN THE FEDERAL NATIONAL MINIMUM WAGE STANDARDS. WHEREAS, both the Federal and State minimum wage laws tend to place domestic products at a price disadvantage with respect to foreign goods produced at substantially lower labor rates and this price disadvantage is resulting in increasing local unemployment; WHEREAS, both the Federal and State government have established goals and programs to increase employment, and: WHEREAS, the substitution of foreign jobs for United States and California employment results in an adverse impact on the economy affecting all citizens and contributes directly not only to the loss of domestic jobs, but through an adverse balance of trade impact contributes to the devaluation of the U.S. dollar in relationship to other currencies, and; WHEREAS. the need to protect American jobs from foreign imports is fully recognized in Public Law 95-28 and Public Law 95-217 relating to the expenditure of taxpayers funds; NOW, THEREFORE, BE IT RESOLVED that the City of Lodi, adopt a policy which would require certification that all items purchased for use in City of Lodi projects have been pro- duced in facilities where workers are paid wages no less than the Federal National Minimum Wage Standards, and; -1- BE IT FURTHER RESOLVED, that this body does endorse the enactment of urgency legislation requiring compliance with this concept for all publicly financed projects within California, and BE IT FURTHER RESOLVED, that copies of this resolution shall be transmitted to all cities and counties within the State of California.
