SUPPLEMENTAL RESOLUTION REQUESTING A TIME EXTENSION
TO DECEMBER 31, 1978 FOR COMPLETION OF THE HOUSING
ELEMENT OF THE GENERAL PLAN BY THE CITY OF LODI.
WHEREAS, the City of Lodi heretofore adopted Resolution
No. 78-18 entitled "RESOLUTION REQUESTING A TIME EXTENSION
TO DECEMBER 31, 1978 FOR COMPLETION OF THE HOUSING
ELEMENT OF THE GENERAL PLAN BY THE CITY OF LODI" ; and
WHEREAS, the City Council of the City of Lodi is desirous
of supplementing and adding information to Resolution No. 78-18;
NOW, THEREFORE, BE IT RESOLVED that the City of
Lodi does hereby re -affirm the language contained in Resolution
No. 78- 18 and adopts the following additional findings:
I. That the delay in the preparation and completion
of the Housing Element of the General Plan of the
City of Lodi was not knowingly or intentionally
delayed as it is the desire and intent of the City
Council of the City of Lodi to at all times, comply
with all laws, rules and regulations;
2. That the preparation of the said Housing Element
requires the gathering of a great deal of factual
data and information and assimilating that informa-
tion into the Housing Elements;
3. That there was a misjudgment made as to the nature
and scope of the data required to be assembled for
the report;

4. That during the 1976-77 Fiscal Year, the City
of Lodi was confronted with a serious fiscal
problem resulting in layoffs of employees in
departments other than the Community Devel-
opment Department; although there was no
reduction of Staff in this Department, the day-
to-day work of the Staff was necessarily in-
creased and the City could not afford to hire
additional Staff to work on the Housing and/or
Noise Element:
5. That the Bureau of Census Report of 1970 inso-
far as it relates to the City of Lodi, contained
errors and omissions of factual data that needed
to be gleaned therefrom for the preparation of
the Housing Element; that as a result of said
errors and omissions, it has been necessary for
the Staff of the City to make field surveys and
checks to correct such errors and omissions
which are now being done and which corrections
of errors have to be approved by the Bureau of
Census;
6. That the preparation of the Housing Element cf
the General Plan of the City of Lodi is now being
worked on full time by a member of the Staff of
the Community Development Department, namely,
Keith Jones and he is being assisted by a college
intern from the University of the Pacific, and as
a result it is anticipated that the Housing Element
of the General Plan of the City of Lodi should be
approved, completed and adopted on or before
December 31, 1978;
7. That all other statements in the preamble in the
resolves of Resolution No. 78-18 are re -adopted
as if set forth in full.
The City Council of the City of Lodi does hereby respectfully request
that the Director of Planning and Research of the State of California
grant an extension of time to December 3 1, 1978 for the completion
and adoption of the Housing Element of the General Plan for the City
of Lodi.
