BACKGROUND: Recently the City considered applications for taxicabs. Under the current code the standard for review in that matter is whether or not there is a public need and necessity for the permit. The Council in its review expressed an interest in amending the code in order to allow the issuance of a permit to be more tied to a free-market circumstance. Additionally, recent State legislation effective the first of the year, requires that local jurisdictions institute a mandatory controlled substance and alcohol testing certification program relative to taxicab drivers. The objectives of the proposed amendments to the ordinance would be. to accommodate the Council's desire regarding the free-market circumstance as well as to appropriately codify for the City the required controlled substance and alcohol testing program. FUNDING: Not applicable. Respectfully submitted, Ran all A.
