RESOLUTION OF EXPRESS FINDING OF THE CITY COUNCIL
OF THE CITY OF LODI CONCERNING MODIFICATION OR
CHANGES PURSUANT TO SECTION 17958.5 OF THE HEALTH
AND SAFETY CODE.
'WHEREAS, Section 17958. 7(a) of the Health and Safety Code of
the State of California stipulates that the governing body of a City or
County before making any modifications or changes pursuant to Section
17958. 5 shall make an express finding that such modificatiorisor changes
are needed;
NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of Lodi does hereby find a need for modifications and changes
in the Uniform Building Code and the Uniform Plumbing Code, which
changes and modifications are set forth on Exhibit "A" attached hereto
and thereby made a part hereof.
BE IT FURTHER RESOLVED that the City Clerk is hereby
directed to file the proposed findings and the modifications and changes
with the Department of Housing and Comm=ity Development, Division of
Codes and Standards as specified in Section 17958.5 of the Health and
Safety Code of the State of California.

of Lodi in a regular meeting held April 20, 1977 by
the following vote. -

CHAPTER 5: Sec. 504. Table No. 5A, "Wall and opening Protection
of Occupancies Based on Location of Property" change to read ---
"Group 'A' through '13-4' Occupancies. Fire Resistance of Exterior Walls.
Type IV & V Construction.
"Exterior walls of Type IV & V construction shall be of 'four-hour fire -
resistive' construction when they are closer than five feet (51) to the
property line with no openings permitted, regardless of fire zone."
This change has been made in order to rectify any problems between two
adjacent property owners as to who should build which fire resistant wall.
This requires that each owner build a four-four fire wall. This change has
been' a;partof the Lodi City Code for approximately 16 years.
" 2. Existing in Code: CHAPTER 25.- Sec. 2517 (c) 2.

CHAPTER 25: Sec. 2517 (c) 2. Change to read --
"Minimum clearance between bottom of floor joists and the ground --
24 inches."
This change was initiated into the Lodi City Code 16 years ago due to a
termite problem more prevalent in this area than in most.
3. Existing in Code: CHAPTER 29-, Sec. 2907 (a),
Proposed Change: CHAPTER 29. Sec. 2907 (ard a second paragraph:
"Concrete or masonry shall not be poured or set against wood, such as exterior
porch, patio slab or concrete steps; the foundation height shall be increased

sufficiently to insure concrete to concrete contact and any substitute shall have
the specific approval of the Chief Building Inspector."
This addition was made to further restrict the use of concrete in home construc-
tion basically to eliminate "dry rot" and termite problems. This has been in the
Lodi City Code since 1954.
4. Existing in Code: Table A - Plumbing Material Standards.
Proposed Change: On Table A in that certain grouping of materials headed
"�lonmefdll'ic_Piping," delete "Bituminized fiber sewer pipe and fittings."
This also has been included in the Lodi City Code for several years.
Bituminized pipe has never been a permissible pipe material basically due
to its flimsy construction and unsuitability in our soil.
