RESOLUTION NO. 3959
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LODI, CALIFORNIA
DECLARING ITS INTENTION TO CALL FOR BIDS FOR AN OIL AND GAS LEASE
The City Council of the City of Lodi, California does resolve as follows:
SECTION 1 - Pursuant to Section 7058 and 7058. 5 of the Public Resources
Code of the State of California. the City Council of Lodi declares that it intends
to call for bids for a lease agreement for the production of oil, gas or other
hydrocarbons
SECTION 2 - Said lease shall cover all land lying more than 500 feet
below the surface of that certain land situate in the County of San Joaquin, State
of California and more particularly described as follows:
PARCEL 1 - Beginning at the Southeast corner of Section 24,
Township 3 North, Range 5 East, Mount Diablo Base k Meridian:
thence North 49" 48' West, along the Westerly right-of-way line
of THORNTON ROAD to the point of intersection with the North
line of the Southwest Quarter of said Section 24: thence continuing
North 49" 48' West along said Westerly right-of-way line, 1165.20
feet; thence Northwesterly along said Westerly right-of-way line
on a curve to the right through a central angle of 12' 39' 3019;
radius of 3584.02 feet, arc length of 783.86 feet to the end of
curve; thence South 89" 54' 30" West along the North line of that
certain tract of land acquired by George W. Emde. et al, from
Clyde O. Fox, by deed filed October 24, 1944 in Book of Official
Records, Volume 902. Page 84, said line being on the South line
of the land known as Tredway Ranch, 3660.40 feet; thence continuing
South 89' 54' 30" West, along the North line of property acquired by
George W. Emde, et al, from Lulu F. Bunds by deed filed June 19,
1944 in Volume 887 of Official Records, Page 19, San Joaquin County
Records, 1017.00 feet: thence South 89" 58- 1/2' West along said
North line 2476.40 feet to the Northwest corner of said property

acquired by George W. Emde. et al, being on the Easterly line
of a 30 -foot ditch being also on the Easterly line of the land known
as Crawford Ranch; thence following said Easterly line, being also
the Westerly line of said property acquired by George W. Emde.
et al, on the following courses and distances: South 27" 04' East,
1762. 00 feet; South 61' 01' East, 600.00 feet; South 55" 11' East,
1200.00 feet; South 55' 59' East, 600. 00 feet; South 42" 07' East,
300.00 feet; South Z ° 09' East, 806. 10 feet, to the South line of said
Section 23; thence Easterly, along the South line of said Section 23
and the South line of Section 24 to the point of beginning.
EXCEPTING FROM the above parcel all that certain land as de-
scribed in a deed from City of Lodi to the State of California as
recorded in the Office of the County Recorder of San Joaquin
County, California, on May 15, 1968 in Book 3209 of Official
Records at Page 268, Instrument 'Vo. 2 1018.
ALSO EXCEPTING FROM the above parcel all that certain land as
described in a deed from City of Lodi to the State of California as
recorded in the Office of the County Recorder of San Joaquin County,
California, on April 14, 1970, in Book 3384 of Official Records,
at Page 1, Instrument 13775.
Containing 525. 14 acres more or less.
PARCEL 2 - All that certain parcel of land deeded to the City of
Lodi by the State of California as shown on deed recorded March 14,
1913 in Book 3745, Page 33 of Official Records of San Joaquin County,
containing 0.38 acres more or less.
PARCEL 3 - All that certain parcel of land deeded to the City of
Lodi by the State of California as shown on deed recorded March 14,
1973 in Book 3745, Page 28, Official Records of San Joaquin County,

containing 0. 59 acres more or less.
Parcels 1, 2, and 3 are commonly known as the White Slough Water
Pollution Gcntrol Plant property.
PARCEL 4 -
A portion of the South one-half of Section I4, Township 3 North,
Range 6 East, Mount Diablo Base and Meridian, being more
particularly described as follows:
BEGINNING at the Northeast corner of the Southwest Quarter of
said Section 14; thence South 0' 04' 30" East along the East line
of said Southwest Quarter, 3I2. 62 feet: thence 447.28 feet along a
curve to the left, said curve having a radius of 1000.00 feet, a
central angle of 25° 37' 38", and a long chord which bears South
12' 53' 19" East; thence South 25" 42' 08" East, 100. 00 feet; thence
98. 49 feet along a curve to the right, said curve having a radius of
1000. 00 feet, a central angle of 5' 38' 36" and a long chard which
bears South ZZ' 52' 50" East; thence South 69' 56' 28" West, 130.76
feet: thence 360.20 feet along a curve to the right, said curve having
a radius of 1000. 00 feet, a central angle of 20" 43' 17" and a long
chord which bears South 80" 18' 06-1/2" West: thence North 89"
20' 15" West, 137. 04 feet; thence North 17' 39' 01" West, 242. 05
feet: thence North 89" 20' 15" West 200.00 feet; thence North 1' 03'
35" West along the East line of the Woodbridge Irrigation District
right of way, 806.93 feet to a point in the North line of said Southwest
Quarter: thence South 89" 12' 00" East along said North line 72 I. 80
feet to the POINT OF BEGINNING.
Containing 16.64 acres more or less.
This parcel is commonly known as Beckman Park.

PARCEL 5
The North one-half of the Southeast Quarter of Section 15,
Township 3 North, Range 6 East, Mount Diablo Base and
Meridian.
EXCEPTING THEREFROM the East 1650. 00 feet and that
portion of the premises lying within Lower Sacramento Road.
Containing 27. 00 acres more or less.
This parcel is commonly known as G South Basin.
SECTION 3 - The minimum annual rental shall be $10.00 per
acre.
SECTION 4 - The minimum royalty shall be one-sixth (1/6) nE
all oil, gas, minerals or other hydrocarbons that may be produced from said
lands.
SECTION 5 - The term of the lease shall be for five (5) years and
for such longer period (not to exceed 35 years) during which oil, gas and other
hydrocarbon substances shall be produced from said leased land, or lands with
which the leased land may be pooled.
SECTION 6 - The form. of the lease shall be a standard oil and gas
lease form such as is used by Shell Oil, Standard Oil, Phillips Petroleum. or
any other major oil company.
SECTION 7 - The variable bidding factor from which bids shall he
received shall be the cash bonus consideration which shall include the first
year's rental.
SECTION 8 -Lessor will permit drill sites on Parcel i at such
locations as may be mutually agreed upon by Lessor and Lessee.
SECTION 9 - The bidder shall submit a sealed proposal to enter
into said lease agreement and the same shall be received at the office of the

City Clerk of the City of Lodi located in the City Hall on or before 5:00 P. u.
on Wednesday, September 18, 1974 and said bids shall be opened and
publicly declared by the Council at its regular meeting in the City Hall, Lodi,
California to be held at 8:00 P. M. on said date. Said bids shall contain a
cashier's or certified check covering the full amount of the cash bonus
consideration including the first year's rental and shall indicate the
willingness of the lessee to enter into a lease containing at least the minimum
proposals set forth herein.
SECTION 10 - The City Clerk shall publish this resolution once
a week for four successive weeks in the Lodi News Sentinel, a newspaper
of general circulation published and printed in the City and County where
the property is situated.
I hereby certify that the foregoing resolution was passed
and adopted by the City Council of the City of Lodi in
regular meeting held August 7, 1974 by the following vote:
