AGENDA TITLE: CONDUCT A PUBLIC HEARING TO CONSIDER AND APPROVE FUNDING PROPOSALS
FROM THE COMMUNITY AND CITY STAFF, FOR EXPENDITURES OF THE CITY'S 1999-
2000 FEDERAL ALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
AND HOME FUNDS.
MEETING DATE: March 3, 1999

RECOMMENDED ACTION: That the City Council conduct a public hearing to consider potential uses of Federal
funds received through the CDBG and HOME programs for the 1999-2000 fiscal year.
Staff is also recommending that the Council approve funding allocation and reallocation
amounts, dependent upon the results of the public hearing. A summary of the
applications follows:

Community Development staff met on February 22, 1999, with a representative of Parks and Recreation, Public Works,
Finance and the City Manager's office, to discuss the above mentioned proposals. Staff agreed to recommend funding for each
applicant in the amount requested, with the exception of the following items.
1 _ The Lodi Parks and Recreation Dept. requested $305,500 for eight (8) projects. After a review of HUD guidelines, it was
determined that four (4) of those projects were ineligible for CDBG funding. The ineligibility of those projects reduced
their request down to $207,500. which is what is being recommended for approval.
2. The Lodi Historical Society's request for $149,000 from this coming years allocation, as well as a request for a
reallocation of $150,000 from the 98/99 allocation, which was designated for the Lincoln School Open Space Project, has
not been recommended. The applicant has indicated that the funds would go toward the renovation project at Lincoln
School, as well as site improvements at that location. While staff believes this to be a worthwhile project, funding for this
coming year is limited. Staff also feels that it is premature to reallocate funds from the 98/99 Program year until the
transfer of the property from Lodi Unified to the Historical Society has been completed. Staff is prepared to bring the
request for reallocation back to Council for approval once that has taken place. Further, we believe that the project
funding should be applied for in the next program year.
3. The Public Works Dept. requested S 100,000 to fund their on-going Handicap Ramp Retrofit project. Due to limited
funding, Staff is recommending approval of $50,000 for that project.
Staff's recommendations for approval totals $711,448 which leaves a balance of $22,845 in the 1999-2000 allocation. Staff
recommends that this amount remain unallocated to cover a possible shortage in funds for the Elm Street Parking Lot project
that was approved for the 98/99 Fundin.- year.
For HOME Funding, staff received one request from Habitat for Humanity for $60,000 for them to purchase vacant land for
their construction of affordable owner -occupied housing, as well as the related development costs for those projects. With the

their construction of affordable owner -occupied housing, as well as the related development costs for those projects. With the
supply of suitable vacant lots dwindling, Habitat for Humanity has also identified the possibility of purchasing existing
dwellings for either rehabilitation or demolition to allow new construction.
Staff has recommended allocating the remaining $156,671 in HOME Funding to our existing Housing Assistance Loan
Programs: Down Payment Assistance, Owner Occupied Housing Rehabilitation and Rental Housing Rehabilitation.
All applications for funding are on file in the Community Development Department if any specific detail of a request is
desired.
FUNDING: Funding source is Federal CDBG and HOME, no general funds are involved.

RESOLUTION NO. 99-40
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
THE PROJECTED USE OF FUNDS FOR THE 1999/2000
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND
HOME ENTITLEMENT
WHEREAS, the Department of Housing and Urban Development has determined
that the City of Lodi, California is entitled to Community Development Block Grant (CDBG)
and HOME funding as a participating City through the County of San Joaquin and urban
County, for fiscal year 1999-2000; and
WHEREAS, the City Council of the City of Lodi has been made aware of the
amount of the CDBG and HOME funds available for the 1999-2000 fiscal program year
being approximately $734,293 and $216,671 respectively; and
WHEREAS, the City of Lodi has held, with proper notification, a public hearing at
the City Council meeting held March 3, 1999 to receive comments and proposals from the
public regarding the projected use of CDBG and HOME funds, and provided the public
with adequate information concerning the amount of funds available for community
development activities, the range of eligible activities, and other important requirements;
and
WHEREAS, the City of Lodi, California has received public input regarding the
proposed use of CDBG and HOME funds.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi
does hereby recommend allocations of CDBG and HOME funds to the projects as shown
on Exhibit A attached as recommended by staff, in the amount of $711,448 and $216,671,
respectively.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on Wednesday, March 3, 1999 at the hour of 7:00 p.m., or as soon
thereafter as the matter may be heard, the City Council will conduct a Public Hearing to consider the
following matter:
a) community input and proposals for uses of the City's 1999-2000 Federal allocation of
Community Development Block Grant (CDBG) and Home Funds.
Information regarding this item may be obtained in the office of the Community Development Department
Director, 221 West Pine Street, Lodi, California. All interested persons are invited to present their views and
comments on this matter. Written statements may be filed with the City Clerk at any time prior to the hearing
scheduled herein, and oral statements may be made at said hearing.
If you challenge the subject matter in court, you may be limited to raising only those issues you or someone
else raised at the Public Hearing described in this notice or in written correspondence delivered to the City
Clerk, 221 West Pine Street, at or prior to the Public Hearing.
