AGENDA TITLE: Authorize City Manager to Execute Necessary Agreements for Installation of Traffic Signal at
Kettleman Lane (Highway 12)/Crescent Avenue, and Median in Kettleman Lane (Highway 12), from

RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the City Manager to execute
necessary agreements for the installation of a traffic signal at Highway 12 (Kettleman Lane)/
Crescent Avenue, and a median in Kettleman Lane (Highway 12), from Hutchins Street to
Ham Lane; and appropriate necessary funding.
BACKGROUND INFORMATION: At the January 20, 1999 Council meeting, City Council requested staff work with
Caltrans to expedite funding for the Kettleman Lane (Highway 12)/Crescent Avenue
signal and median project. Caltrans' Office of Local Programs has approved funding for
this project in fiscal year 1998/99 with the condition that this project be awarded this
summer. The funds are from the Hazard Elimination and Safety (HES) Program, which provides funds for safety
improvements on all public roads and highways. The funds serve to eliminate or reduce the number and severity of traffic
accidents at hazardous highway locations.
The initial project includes a raised median between Hutchins Street and Fairmont Avenue, and construction of a traffic
signal at Crescent Avenue. Caltrans is interested in extending the median to Ham Lane, and staff is working with the
Vineyard Shopping Center to install a new driveway at Crescent Avenue. This will provide a four -legged intersection at
Crescent Avenue which would be signalized with street lighting, pedestrian protection, handicapped ramps, and emergency
vehicle detection.
Staffs contact with the shopping center's representative has been positive. They are willing to work with the City to obtain
the necessary right -of -entry documents and agreements to allow the City to build the new access improvements and
maintain the signal equipment constructed on their property.
To meet the deadlines, staff requests City Council authorize the City Manager to execute all necessary agreements for the
installation of this project. Staff has requested a local engineering firm provide professional engineering services to prepare
plans, specifications, and an estimate for the design of the median and signal. The firm will also provide a traffic analysis to
determine the lengths of the left -turn pockets and if "left in" only turning lanes can be provided, which will be incorporated
with the design if possible. A cooperative agreement between the City and Caltrans for the construction of this project as
well as future maintenance will also be prepared and executed. Prior to advertising the project for construction, staff will be
requesting City Council approval of the final plans and specifications.

As an owner of property on the North -side of the proposed median
on Kettleman Lane from Hutchins to Ham Lane, I would like to
know if there will be a turning left lane for traffic going
East and turning into a business on the North -side?
My concern is how would this median service those business on
the North -side of Kettleman Lane? A U -Turn on Hutchins Street
is illegal. Our main concern is no different than the City
Council's that being, that Safety is the main objective. As
an owner of several buildings on the North -side of Kettleman
Lane, naturally it is a concern of ours that traffic heading
East from Ham to Hutchins have the same consideration as what's
being proposed for the sake of the center.

Dear Sirs;
Since I am Unable to attend the council meeting
on March 3, 1999 I am Sending you this letter. I beliLve
it is necessary to have a traffic signal at kettleman Lane
and Crescent Avenue due to the traffic problem. The median
sounds fine but there must be a place to turn in at Fairmont
Avenue to be able to reach the bank and other busnesses between
FairmontAvenue and Ham Lane. To Not have that turnout would
make it very difficult because beyond Ke-ttleman Lane
on Ham their is a median to make it inposible from that side
to enter that shopping area.

BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to

Thank you for your January 28, 1999 letter about the traffic safety issues on
Kettleman Lane. At the January 20, 1999 Council meeting, City Council requested staff
work with Caltrans to expedite the funding for the signal/median project at
Kettleman Lane and Crescent Avenue. City Council also approved requesting Caltrans
install a painted median at appropriate locations on Kettleman Lane with left turns "in
only" openings where practical, and no -parking zones on the south side of
Kettleman Lane between Ham Lane and Hutchins Street.
Since Kettleman Lane is a State Highway, Caltrans is owner/operator and makes the
final decision as it relates to all highway improvements. Staff did recommend the above
improvements and City Council supported our recommendations. Staff and City Council
do believe the best long-term solution is installing the signal/raised median project.
Fortunately, as stated in the enclosed documents, Caltrans has approved and expedited
funding for this project with the condition that it can be ready to advertise for
construction by this summer. The consulting team designing this project will also be
evaluating if left "in only" turning pockets can be installed at some of the shopping center
driveways.
We have also been working with the property owner's attorney for the
Vineyard Shopping Center (Phase 1) on the improvements on their property. These
improvements include constructing a new shopping center access across from
Crescent Avenue, using the same funds as the signal/median project. This will create a
signalized driveway for the center.
Since the City's goal is to meet the necessary deadlines for the construction of the
