HomeMy WebLinkAboutResolutions - No. 3797RESOLD TION NO. 3797 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LODI AUTHORIZING FOR THE TRANSITION OF EMERGENCY EMPLOYMENT ACT PARTICIPANTS INTO THE REGULAR CLASSIFIED SERVICE OF THE CITY AS REQUIRED BY THE CITY OF LODI AS SUB -AGENT OF THE PROGRAM AGENT SAN JOAQUIN COUNTY UNDER THE FEDERAL EMERGENCY EMPLOYMENT ACT OF 1971 (P. L. 9Z-54). BE IT RESOLVED, by the City Council of the City of Lodi as follows: WHEREAS, since the goal of the Emergency Employment Act of 1971 (EEA) is to place unemployed and underemployed persons in transitional jobs which will enable individuals to move into permanent employment in the public or private sector and to achieve this goal special consideration must be given to Emergency Employment Act participants so that they may secure non -subsidized employment with the employing agency or other employer by providing job-related training and manpower services which will enable such persons to move into employment or training not supported under the Act; and WHEREAS, since the City of Lodi entered into agreement with San Joaquin County, Program Agent under the Act, to accept the allocation of funds under the r rzrergency Employment Act and thereby agreed to place a certain number of qualified Emergency Employment Act participants in continuing positions with the City as an employing agency .financed by non -EEA funds; and WHEREAS, since the City of Lodi as a sub -agent has provided job- related training and manpower services to those participants made available by Emergency Etnployinent Act funds in certain position classifications of the City and such participants have been compensated under the classified service salary and wage plan and all related employment benefits of the regular classified service of the City, and -1- WHEREAS, it is the intent of the City of Lodi that the following employment policy be established for those Emergency- Employment Act participants ,. ho successfully qualify for permanent status in the classified service of the City and are recommended to be transitioned into the per- manent classified service of the City: 1. An participants who are transitioned into the permanent classified service shall have successfully passed the required qualifications examination for the classification to which they are appointed. '. All participants who are transitioned into the permanent classified service and who remain in the same position classification snail continue to be compensated at the same pay range and step held as an EEA participant. 3. All participants who are transitioned into the permanent classified service and who are allotted to a higher or lower position, ciassifica on than tnat held as an EEA participant snail receive that pay step in the pay range of the new classification that corresponds to the nearest dollar amount of their former pay step and range received as an EEA participant. 4. All participants shall retain all earned employment benefits, tenure rights and privileges and cr.erit benefits that have been granted by the City of Lodi comnienccng from the tirne of appointment as an EEA participant_ 13E IT FURTHER RESOLVED that the City Manager of the City of Lodi be and hereby is authorized to execute said policy for and on behalf of the City of Lodi Dated: July 11, 1973 1 hereby certify that Resolution No. 3797 was passed and adopted by the City Council of the City of Lodi in an adjourned regular meeting held July 11, 1973, by the following vote: Ayes: Councilmen - Ehrhardt, Katnich, Schaffer, and Pinkerton Councilmen - None councilmen - Hughes Noes: Absent.: Bessie L. -Bennett City Clerk 3797
