HomeMy WebLinkAboutAgenda Report - February 3, 1999 E-15CITY OF I,UDI Couricir, COMMUNICATION AGENDA TITLE: Adopt two Resolutions approving the applications for planning grants from both the California Department of Conservation's Agricultural Land Stewardship Program (ALSP) and the Great Valley Center's Land Use, Economic Development, Growth, Agriculture, Conservation, and Investment (LEGACI) program. MEETING DATE: February 3, 1999 PREPARED BY: Community Development Director RECOMMENDED ACTION: Staff is recommending that the City Council adopt the attached Resolutions. The resolutions will be incorporated into the City's Agricultural Land Stewardship Program (ALSP) and LEGACI Program grant application packages and forwarded to both the Department of Conservation and the Great Valley Center for the 1999 application period. BACKGROUND INFORMATION: One of the major goals identified by the City Council this past year is the creation of a Greenbelt Policy, to be carried out by the Community Development Department. This Program is the first step in achieving that goal. The planning grants, if approved, will supplement staff's efforts to solidify a policy and subsequent steps carrying out that policy. The Department of Conservation's application manual specifies that, among other things, a "resolution from the governmental jurisdiction in which the project is located endorsing the project and the application for grant funds," be adopted. If our applications are selected, the funding would be used to help pay for the Greenbelt Policy work the Department is currently working toward. As specified in each resolution, some of the activities that will be undertaken are to gather concensus within the community about farmland and open space, identify agricultural land most suitable for perservation efforts, and to evaluate options for maintining existing farmlands in their current state, in an effort to control further urban sprawl. D on Flynn -- ty Manager cc9902.doc 01/27/99 RESOLUTION NO. 99-21 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE APPLICATION FOR A PLANNING GRANT FROM THE CALIFORNIA DEPARTMENT OF CONSERVATION'S AGRICULTURAL LAND STEWARDSHIP PROGRAM FOR OPEN SPACE/AGRICULTURAL LAND PRESERVATION EFFORTS WHEREAS, the Legislature has established the Agricultural Land Stewardship Program within the Department of Conservation, and through a grant program is providing assistance to conserve important agricultural land resources that are subject to conversion pressures; and WHEREAS, the City of Lodi intends to implement general plan policies and goals aimed at more actively preserving agricultural land surrounding the City; and WHEREAS, in order to proceed with the processes of 1) gathering consensus within the community regarding open space, 2) identifying lands most suitable for preservation efforts, and 3) evaluating options for maintaining land in its pre -urbanized state, including purchasing conservation easements, transfer of development rights program, and modifying growth management criteria, the City is seeking a policy/planning grant to augment staff. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi does hereby approve the filing of an application for funding from the Agricultural Land Stewardship Program. Funds, if awarded, will be used to evaluate and implement options for conserving agricultural lands south of Lodi, between Lodi and North Stockton.
