HANSEN, CHIEF OF POLICE RECOMMENDED ACTION: That the City Council pass a Resolution for the waiver and transfer of Juvenile Accountability Incentive Block Grant funding. BACKGROUND INFORMATION. San Joaquin County received a Juvenile Accountability Incentive Block Grant from the Office of Criminal Justice Planning for $120,471. The City of Lodi share of that grant is $14,906. 1 have been approached by San Joaquin County and I am recommending that the Council authorize me to pool these funds with the City of Manteca and the City of Tracy. These funds would be used to hire a gang outreach worker modeled after an approach that was used in Boston's Cease Fire Program. The County would also provide some funding for this position. This person would spend a third of their time in each of the three communities. This person would receive extended training and will have extended experience in dealing with juveniles who typically participate in gang activity. This person would be a liaison between law enforcement and gang members and their families. This has proven to be a successful strategy in the City of Boston and I believe that it is a strategy that warrants our consideration. The City of Tracy and the City of Manteca have agreed to participate in this strategy. This program is tied to the Operation Peacekeeper Program the City of Lodi has participated in with County agencies. I will be available to answer any questions the City Council may have regarding this proposal FUNDING: $14,906 grant funds awarded by the Office of Criminal Justice Planning to the City of Lodi through San Joaquin County. State of California RESOLUTION Waiver and Transfer of Juvenile Accountability Incentive Block Grant Funding WHEREAS, the City of Lodi declines to directly accept funds made available through the Juvenile Accountability Incentive Block Grant (JAIBG) Program administered by the Office of Criminal Justice Planning (OCJP): NOW, THEREFORE, BE 1T RESOLVED that the City of Lod' waivas its right to its entire direct subgrant award and authorizes the funds to be expended by the City of Stockton for the mutual benefit of both units of local government. IT IS AGREED that any liability arising out of the performance of this Grant Award Agreement, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency_ The State of California and OCJP disclaim responsibility for any such liability. BE IT FURTHER RESOLVED that grant,funds received hereunder sbal.l not be used to supplant expenditures controlled by this body. I hereby certify that the foregoing is a true copy of the resolution adopted by the City Council of the City of Lodi in u meeting thereof held on January 26, 1999, by the following vote: AYES: NOES: ABSENT: Signature: RESOLUTION NO. 99-19 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING WAIVER AND TRANSFER OF JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT FUNDING WHEREAS, San Joaquin County has received a Juvenile Accountability Incentive Block Grant from the Office of Criminal Justice Planning in the amount of $120,471.00; and WHEREAS, the City of Lodi's share of that grant is $14,906.00; and WHEREAS, the Police Chief has been approached by San Joaquin County to recommend that the City of Lodi pool their share of the grant with the City of Manteca and the City of Tracy to hire a gang outreach worker modeled after an approach that was used in Boston's Cease Fire Program; and WHEREAS, this person would receive extended training and will have extended experience in dealing with juveniles who typically participate in gang activity, and will spend a third of their time in each of the three communities; and WHEREAS, the County would also provide some funding for this position; and WHEREAS, this has proven to be a successful strategy in the City of Boston, and the cities of Tracy and Manteca have agreed to participate in this strategy; and WHEREAS, staff recommends approval of this proposal. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi hereby approves the waiver and transfer of the Juvenile Accountability Incentive Block Grant funding.
