AGENDA TITLE: Lodi Police Department Participation in Multiagency SR 12 Safety Task Force

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing Lodi Police Department
to participate in a Multiagency Traffic Safety Enforcement Grant
BACKGROUND INFORMATION: From 1995 through 1997 there were 1,344 collisions on Highway 12
from Lodi to Fairfield. 507 of those collisions occurred in the City of Lodi. The majority of the collisions on
Kettleman Lane, within the City of Lodi, are caused by drivers violating speed and right-of-way sections
enumerated in the California Vehicle Code. Enhanced enforcement would be helpful in reducing Vehicle
Code violations and thereby reduce the number of collisions on the corridor.
The Lodi Police Department will increase traffic enforcement presence on Kettleman Lane, particularly
when collisions are most likely to occur. Officers will pay attention to citing rules of the road violations,
including unsafe speed and right-of-way violations. In addition, they will be alert for people who are driving
under the influence of alcohol and/or drugs. Officers will also provide services and assistance to motorists.
With Council approval, a reimbursable service contract will be entered into between the City of Lodi and
the Office of Traffic Safety to provide funding for the enhanced enforcement. This contract will provide
funding in the amount of $19,232, which will be for enforcement.
FUNDING: $19,232 provided to the Lodi Police Department through the Highway 12 Safety Task Force
Grant which was funded by the Office of Traffic Safety. No City contributions/matching
funds will be necessary.

WHEREAS, the California Highway Patrol has received grant funds for the creation of a
,nultiagency SR 12 Safety Task Force; and
WHEREAS. State Route 12 from the junction Interstate 80 in Solano County to the junction of
State Route 88 in San Joaquin County has been identified as the corridor for which a Safety Action Plan
is to he developed: and
WHEREAS. the grant allows funds for law enforcement; and
WHERFAS, increasing law enforcement is an important element in improving traffic safety on
the corridor;
NOW. THEREFORE, BF. IT RESOLVED that the City Council of the City of

participate in the grant and authorizes the Chief of Police to sign the participation agreement.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi
does hereby approve Lodi Police Department Participation in Multiagency SR 12 Safety
Task Force Enforcement Grant.
