HomeMy WebLinkAboutAgenda Report - February 3, 1999 E-07r.r FO AGCOUNCIL COMMUNICATION ENDA AGENDA TITLE: Authorize City Manager to Execute Professional Services Agreement for the Traffic Control Device Inventory and Management Software MEETING DATE: February 3, 1999 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council authorize the City Manager to execute an agreement for professional services for a traffic control device inventory (TCDI) and management software system, and appropriate State of California, Office of Traffic Safety (OTS) grant funds. BACKGROUND INFORMATION: In October 1997, City Council authorized the City Manager to execute a project agreement with OTS for a traffic engineering consultant to develop a TCDI and management software program. The OTS program experienced delays until a new reauthorization bill was enacted. OTS authorized the City to begin the program in July 1998. In November 1998, staff prepared and distributed requests for proposals and received two proposals. The two consultants were interviewed and David Evans and Associates, Inc. was selected. The main goal of the program is to reduce collisions by allowing the City to place increased emphasis on conformance and condition of existing traffic controls. Signs, striping and markings will be inventoried and current condition assessed. The consultant will create a system that will map all the devices on aerial photographs that can be used by engineering and maintenance staff. The City's traffic work order form will be amended and a traffic reference manual prepared. This will save staff time and reduce paperwork by providing a complete and concise reference to quickly identify and correct problems in the field or office. The cost for professional services for the inventory and management software is $57,940. The total grant is $62,185 and includes purchasing a portable computer for the inventory and maintenance of the management system, and attendance at the OTS conference. Staff recommends City Council authorize the City Manager to execute the agreement with David Evans and Associates, Inc. for professional engineering services, and appropriate the OTS funds.
