WHEREAS, the menace of international conflict, , natural disasters and major accidents are ever present: and, WHEREAS, prudence dictates emergency preparedness for such eventualities; and, WHEREAS, through cooperation of the City Administrator and the County Office of Emergency Services, there has been prepared an Emergency Services Operational Plan that provides operational and organizational guidance to minimize the effects of disasters; and, WHEREAS, the Emergency Services operational Plan has been reviewed and approved by appropriate State and Federal Officials: and, WHEREAS, to maintain eligibility to participate in various contributions programs, an official Emergency Services Operational Plan is a Federal and State requirement; NOW. THEREFORE, BE IT RESOLVED that the City of Lodi Emergency Services Operational Plan is hereby adopted. PASSED AND ADOPTED this 7th day of July, 1971. Power and Duties of the Director. A. The Director is `hereby em- powered to: I. Whenever a local emergency is proclaimed by the Director, the City Council shall take action to ratify the proclamation within 77 days thereafter or the pro- clamation shall have no fur- ther force or effect 2. Request the Governor to pro- claim a "state of emergency" when. In the opinion of the Director, the Iocally available resources are considered to be Inadequate to cope with the emergency. 3. Control and direct the ef- fort of the emergency or- ganization of this city for the accomplishment of the purposes of this ordinance. 4. Direct cooperation between and coordination of services and staff of ,the emergency organization of this city and resolve questions of authority and responsibility that may - arise between them. 5. Represent this city in all dealings with pubilc or pri- vate agencies on shatters Per- taining to emergencies as de- fined herein_ 6.In the event of the proclam- ation of a 'local emergency" as herein provided, the pro- clamation of a "state of em- ergency" by the Governor or the Director of the State Of- fice of Emergency Services, or the existence of a "state of war emergency," the Di- rector is hereby empowered: a. To make and issue rules and regulations on matters reasonably related to ' the protection of life and pro- perty as affected by such emergency; provided. how- ever, such rules and regu- Iations must be confirmed at the earliest practicable time by the City Council; b. To obtain vital surplice, equipment, and such other properties found Lacking and needed for the pro- tection of life and proper- ty and to bind the city for the fair value thereof and, if required Inlmedt- ately, to commandeer the same for public use. c. To require emergency ser- vices of any city officer or employee and, in the event of the proclamation of a "state of emergency, in the city or the existence of a "state of war emer- gency," to command the aid of as many eitlsens of this city as he deems nec- essary in the execution of his duties; such persona shall be entitled to all pri- vileges, benefits, and im- munities as are provided by state law for registered emergency service workers; d. To requisition necessary personnel or material of any city department or agency; and e. To execute all of his or- dinary power as City Man- ager, all of the special powers conferred upon him by this ordinance or by resolution or emergency plan pursuant hereto adop- ted by the City Council, all powers conferred upon him by any statute, byany agreement approved by the City Council, and by any other lawful authority. B. The Dtrector of . Emergency Services shall be succeeded by the Coordinator of Emergency Services in the event that the Director is unavailable or un- able to perform his duties dur- ing an emergency. In such or- der of succession the Coordin- ator shall assume all powers and duties as conferred here- tofore upon the Director. C. The Coordinator of Emergency Services shall, under the sup- ervision of the Director and with the assistance of Emer- gency Service Chiefs, develop emergency plans and manage the emergency programa of this city; and shall have such other , powers and duties as ttmoaa�y� be assigned by the Direc- - Sectton 7. Planning Basis A. Authority: The authority for this Operational Plan is based on the City of Lodi Ordinance Number 952 dated May 19, 1971. B. The City of Lodi will employ and support the Purpose, Activation of Operations Plan, Planning Factors, Assump- tions, Objectives and Operational Concepts set forth in San Joaquin County Operational Area Plan. C. This plan shall become effective when officially adopted by resolution of the City of Lodi City Council. A copy of this resolution, when adopted, shall become an integral part of this plan. II, Organization A. Organizational Structure: 1. Compatibility with that of day-to-day governmental and private organizations; 2. Clear lines of authority and channels of communication; 3, Simplified functional structure; 4. Incorporation into the City's emergency organization of all available manpower and resources having disaster capabilities; and 5. Formation of special-purpose units having no pre- emergency counterparts to perform those activities peculiar to major emergencies. B. The Emergency Services Organization: The City of Lodi emergency services organization consists of the following: 1. The City Council. 2. The Director of Emergency Services --City Manager. 3, The Coordinator of Emergency Services --Assistant City Manager. 4. The Lodi Emergency Services Council. 5. Staff Sections (see C below). 6. Emergency Operations Center During a STATE OF WAR EMERGENCY the emergency services organization will report to and operate from: City of Lodi Emergency Operations Center 230 West Elm Street Phone 368-0616 -3- 7/1/71 111. Task Assignments A. General Responsibilities 1. Units of the emergency organization are assigned emergency tasks in accordance with the following general principles: a. All foreseeable tasks are assigned. b. Existing organizations are assigned emergency tasks which relate to their regular functions. c. A basic task is assigned primarily to one unit. d. Auxiliary tasks are assigned to as many units as are appropriate. e. Tasks requiring direction of field activities are assigned to the Emergency Services concerned. f. Supporting, Coordinating, or staff tasks are assigned to Staff Sections. g: Each unit is responsible for performing incidental tasks necessary to carry out assigned basic and auxiliary tasks. h. Relative priority among basic and auxiliary tasks may change according to the situation. i. Kesponsibility for coordinating the efforts of more than one unit performing related tasks may be assigned to one service chief by the Director of Emergency Services. j. Each unit will effectively utilize and safeguard all of its resources. 2. Details on specific activities, techniques, and pro- cedures necessary to accomplish assigned tasks are included in Standard Operating Procedures (SOP) developed for each service. 3. The cities are responsible for the conduct of emergency tasks within their jurisdiction. The San Joaquin County Operational Area may be delegated authority by the cities to perform designated tasks inside city ,limits. 4. The City Uirector of Emergency Services will provide for planning, operations liaison, and coordination of those activities conducted by the Area within the limits of the city. 5. Military units assisting the area emergency organization are assigned tasks by the Area Director of Emergency Services but remain under military command. 6. Each unit of the emergency organization is responsible for developing a functional service plan which shall become an annex to this basic plan. Such annex shall cover the various disaster contingencies to which the service may need to respond and include those actions to be taken "before" (Increased Readiness) , "during" (Survival Operations) , and "following" (Recovery Operations), the onset of the disaster(s), •4- 7/1/71 7. All emergency service workers are responsible for taking necessary actions to protect themselves during an emergency. 8. The general public is responsible for taking such actions as are indicated by information, advice, and instructions issued by emergency services authorities. B. Specific Responsibilities 1. The City Council a. The City Council establishes basic policies which govern cities' emergency organization actions. b. The Mayor may ask the Chairman of the Board of Supervisors to request the Governor to proclaim a STATE OF WAR EMERGENCY or a STATE OF EMERGENCY in accordance with the provisions of the California Emergency Services Act. 2. City Emergency Services Council The City hnergency Services Council is a standing committee established by the City Council to determine policy, develop operations plans, make recommendations, and to advise the Council on disaster matters. 3. Director of Emergency Services The Director of Emergency Services is the City Manager who shall direct the operations of the emergency ser- vices organization in accordance with policies estab- lished by the City Council. 4. Staff Sections City staff sections are assigned responsibility for performing tasks according to the following table: a. Operations Control Section Director and Assistant Director tasks Make executive decisions Issue rules, regulations, orders Issue operations schedules, policies, priorities Direct and control the emergency organization Provide instructions to the general public b. Intelligence Section Manage the information collection and reporting system Evaluate situation information (except RADEF), including damage assessment -s- 7/1/71 b. Radiological Defense Section Manage the fallout monitoring station reporting system Evaluate RADEF information Report RADEF intelligence to Director of Emergency Services Provide technical guidance on RAFEF countermeasures d. Emergency Services The various City Emergency Services are assigned responsibilities for performing basic and auxiliary tasks according to the following table: a.
