HomeMy WebLinkAboutResolutions - No. 3518RESOLUTION NO. 3518 RESOLUTION REGARDING WATER FLOWS IN THE AMERICAN RIVER AFFECTING WATER SERVICE TO THE FOLSOM 501JTH CANAL. WHEREAS, commencing on June 23 1971, the State Water Resources Control Board will hold a hearing in connection with Appli- cations 18721, 18723, 21636, and 21637 of the United States Bureau of Reclamation and more specifically relating to flows to be maintained from Auburn Dam downstream to the mouth of the American River for recreational purposes and for the protection and enhancement of fish and wildlife; and WHEREAS, the Bureau of Reclamation in a preliminary draft of an INTERIM STATUS REPORT ON THE LOWER AMERICAN RIVER STUDY has concluded in favor of certain minimum flows, subject to reduction in critical dry years; and WHEREAS, water is urgently required to meet the problems of declining ground water levels in the area of the City of Lodi, which said city has a population of 28,600. as well as in many of the urban and agricultural areas within the Folsom South Canal Service area and San Joaquin County. WHEREAS, while the City of Lodi understands the desire for increased flaws for recreation, fish, and wildlife in the American River, it declares inescapable the more urgent need in the Folsom South Service Area and in San Joaquin County for water service from the Folsom South Canal; and NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Lodi, that this Council supports the position of , the Bureau of Reclamation as to water releases from Nimbus Dam, subject to reduction in critical dry years. only so long as either: 1. The Folsom South Canal water requirements can he met at all times without that quantity of water necessary to maintain said flows: or, 2. A facility is constructed, operated, and maintained to recapture and return to :he Folsom South Canal that portion of the flows so released dawn the American River needed to satisfy the full requirements for water service from the Folsom South Canal, all without additional cost to the water users of the Folsom South Canal.
