HomeMy WebLinkAboutResolutions - No. 3427RESOLUTION NO. 3427 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LODI ENDORSING PROPOSITION ONE ON THE NOVEMBER 2, 1970 BALLOT (THE CLEAN WATER BOND LAW OF 1970). WHEREAS, clean water is the goal for all of the water of California, fromXumboldt Bay to the Los Angeles Harbor and Monterey Bay to the Colorado River; and WHEREAS, new State enforcement programs have caused every major waste discharger to accelerate planning to end pollution; and WHEREAS, as enforcement proceeds, cities are being required to build. in a few years, facilities that should have been constructed gradually over many years, thus imposing tremendous financial burdens on already overloaded local taxpayers; and WHEREAS, the $250 -million bond issue - the Clean Water Bond Law of 1970 - which will appear on the November ballot as Proposition One is part of a federal- state - local program to construct $1 billion in new or improved waste water treatment and disposal facilities in California in the next five years; and WHEREAS, passage of Proposition One will lift a heavy burden from the local property taxpayers by enabling California public agencies to receive many more millions of dollars annually in federal grants for water pollution control: NOW, THEREFORE, BE IT RESOLVED. by the City Council of the City of Lodi that it does endorse Proposition One on the November 2, 1910 ballot.
