HomeMy WebLinkAboutAgenda Report - February 17, 1999 E-11COUNCIL • • C+9 F ��P �4FOA AGENDA TITLE: Amend Traffic Resolution to Adopt Angle Parking on Elm Street between Church Street and Sacramento Street MEETING DATE: February 17, 1999 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution amending Section 4 of Traffic Resolution 97-148 by approving angle parking on the south side of Elm Street between Church Street and School Street, and north side between School Street and Sacramento Street. BACKGROUND INFORMATION: City staff has had several parking -related discussions with the Downtown business owners and merchants. A concern of many business owners is the shortage of parking. In 1998, staff recommended converting parallel to angle -space parking on Pine Street and Oak Street. These modifications created an additional 24 spaces. Staff has received mostly positive feedback on these changes from the business owners, merchants, and Downtown customers. Angle parking usually accommodates more parked vehicles than parallel parking but provides less street capacity for moving traffic. Some concerns with angle parking are that there could be an increase in backing -type collisions. In reviewing the accident records, there does not appear to be a high number of these types of collisions since the angle parking was installed There is a high demand for parking along Elm Street. A computer-related business located at Elm Street and School Street has approximately 100 employees and has plans to expand. This business uses second floor office space, which is one of the goals of the revitalization program. The parking lot located at the corner of Sacramento Street and Elm Street (Southern Pacific lot) is usually full. There is also a high usage of parking in the lot at the corner of Church Street and Elm Street (Lot 5) especially in the parking spaces closer to Elm Street. The recommended modifications will add 11 spaces on Elm Street between Church Street and Sacramento Street. Staff is also working on a project to install a surface parking lot on the north side of this block.
