HomeMy WebLinkAboutAgenda Report - February 17, 1999 E-10COUNCIL • • <«oR AGENDA TITLE: Authorize City Manager to Submit Request to Congress for TEA21 Funding for Three Compressed Natural Gas Buses MEETING DATE: February 17, 1999 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the City Manager to submit a request to Congress for a discretionary grant under TEA21 for three compressed natural gas (CNG) buses for GrapeLine. BACKGROUND INFORMATION: Staff has secured nearly one million dollars under the Congestion Management and Air Quality (CMAQ) Program for three CNG buses for GrapeLine. Additional funding is required to purchase the other three CNG GrapeLine buses. The main reason for having an alternative fuel program in Public Works is so staff can pursue the myriad of funding sources available to agencies willing to operate their buses on a non -gas, non -diesel fuel. By securing these funds, Public Works can use formula funds on other projects, such as the Downtown park-and-ride structure. Currently, Congress has opted to administer the Clean Fuels Formula Grants Program and the Clean Fuel Vehicles through congressional earmarks for the first year of the six-year life of TEA21. If the City of Lodi is unsuccessful in this attempt at a congressional earmark, staff will pursue additional funding under the locally -administered CMAQ Program. The estimated cost for each of the six 35 -foot, low -floor CNG buses is $315,000. Staff has also applied for $90,000 of Reduce Motor Vehicle Emissions (REMOVE) funds from the San Joaquin Valley Unified Air Pollution Control District to cover part of the local match for the buses. If the City is successful in securing those funds, there will be an additional $90,000 available for streets and roads. FUNDING: Not applicable. Ud d tia Richard C. Prima, r.
