A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE CITY MANAGER TO PROVIDE A PUBLIC
BENEFITS PROGRAM GRANT TO LOWE'S COMPANIES, INC.
FOR A DEMAND -SDE MANAGEMENT PROJECT
WHEREAS, the state has mandated that beginning January 1, 1998, the City of
Lodi is obligated to fund various programs through a Public Benefits Charge (PBC)
based on an historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1 million per year that
must be dedicated to qualifying programs such as energy efficiency. A further stipulation
is that these efforts must be done on the customer's side of the meter in order to qualify;
and
WHEREAS, the new Lodi Lowe's store, located at 1389 South Lower
Sacramento Road, purchased and installed a number of energy efficient
products/materials that qualify for a rebate through the City of Lodi Public Benefits
Program. These eligible items include:
> skylights (quantity: 114);
> high -efficiency, T-8 32 -watt fluorescent lamps, with electronic ballasts
(quantity: 4,170);
> light -emitting diode (LED) exit signage (quantity: 40);
> high -efficiency, 10 -ton heating & air conditioning units (quantity: 3);
> cool roof/roofing insulation product (approximately 120,000 square feet of roof
coverage area).
WHEREAS, Lowe's Companies, Inc. expended a total of $248,524.37, and a
fifteen (15) percent rebate is made available to large retail and industrial customers who
participate in the City of Lodi's Public Benefits Program; and
WHEREAS, the program places a cap of $25,000 for any individual large -retail or
industrial customer that makes the investment in energy efficient products and materials;
and
WHEREAS, Electric Utility staff respectfully recommends approval of this Public
Benefits Program grant as a qualifying component of the City of Lodi Public Benefits
Program, under the category of demand-side management in the amount of $25,000.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby
authorizes the City Manager to provide a Public Benefits Program Grant in the amount of
$25,000 to the Lowe's Companies, Inc. for a demand-side management project.
