HomeMy WebLinkAboutResolutions - No. 2004-275RESOLUTION NO. 2004-275 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS PROGRAM GRANT TO LOEL FOUNDATION FOR A LOW-1NCOME SENIOR HOUSING DEMAND -SDE MANAGEMENT PROJECT WHEREAS, the state has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on an historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1 million per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, the LOEL Center recently purchased property located at 303 E. Oak Street, which includes one single-family dwelling, three small apartments, and a laundry room facility and will be refurbished and utilized as low-income senior housing stock with the LOEL Foundation serving as the property owner; and WHEREAS, the Electric Utility Department recommends that the City provide a Public Benefits Program grant in the amount of $20,014.00 for energy improvements to 303 E. Oak Street as a qualifying component of the City of Lodi Public Benefits Program, categorized as both demand-side management (energy conservation) and assistance for low-income customers; and WHEREAS, the Public Benefits Program grant will be utilized to purchase the following materials and/or products: • front -loading, heavy-duty clothes washer (cost $781); > dual -paned, energy-efficient windows (cost $13,675); > R-38 attic insulation (cost $1,225); > four (4) EnergyStar® refrigerators (cost $1,806); > twelve (12) ceiling fans (cost $1,080); > four (4) single -room, high -efficiency air conditioners (cost $992); and > weather stripping for all doors (cost $455). NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Program Grant in the amount of $20,014.00 to the LOEL Foundation for a low-income senior housing demand-side management project.
