RECOMMENDED ACTION: That the Mayor present Ruth Jimenez, Apartment Manager for 621 Hale Road,
With the Community Improvement Award for February 1999.
BACKGROUND INFORMATION: The apartment complex located at 621 Hale Road was identified in 1996
as one of the worst properties in Lodi in relation to the number of calls for
service by the Lodi Police Department. That apartment complex was
plagued with drug and gang activity, illegal, illicit and nuisance activities
such as loitering, drinking in public, discharging firearms, disturbing the peace, fights, stolen property, graffiti, etc.
These activities affected not only the apartment complex, but the adjacent commercial properties on each side of
the complex as well. This property became the target of the Lodi Police Department's Problem Oriented Policing
which then concentrated police and code enforcement resources to address the problems that were being
encountered.
One problem that allowed this environment to flourish at this property, was the ineffective ownership and
management of the property. That problem was finally addressed when, through foreclosure, a receiver was
appointed to take over the property. Since taking over the management of the property, Ms. Jimenez has ridded
the property of the aforementioned criminal and nuisance activities.
For her efforts and accomplishments in eliminating criminal and nuisance activities which has made a drastic
improvement in and around the property located at 621 Hale Road in Lodi, California, Ms. Ruth Jimenez has been
selected to receive the Community Improvement Award for the month of February, 1999.
