HomeMy WebLinkAboutAgenda Report - February 3, 1999 D-03b-04 M44 CITYOFLODI COUNCIL CONIMUIVICATIOIV AGENDA TITLE: Presentation of Certificate of Recognition to Raymond Franey for Assisting in Rescuing a Victim of a Fire MEETING DATE: February 3, 1999 PREPARED BY: Scott Kenley, Fire Chief RECOMMENDED ACTION: PRESENTATION BACKGROUND INFORMATION: In the early afternoon on January 13, 1999, the residents of Casa de Lodi experienced the fear of a rapid spreading fire. The mobile home at 184 San Marcos had caught on fire and was spreading rapidly, endangering the occupant of the home, Shirley Daugherty. Raymond Franey, the complex manager, arrived and went to the front door to check if anyone was still in the residence. As he went to check the front door, the occupant opened the door. The inflow of fresh oxygen caused the fire to rush for the opening and the intense heat caused Mrs. Daugherty to buckle and start to fall backwards into the house. Mr. Franey caught her and pulled her to safety despite the danger to himself. His actions most likely saved the live of Mrs. Daugherty, who received severe burns to her back and back of her head and was transported by ambulance to Lodi Memorial Hospital. She was subsequently transported to UC Davis Medical Center Burn Unit where she was released after a week in their care. In order to publicly recognize this individual, I would like to honor him with a certificate of recognition for his act of bravery and service to the citizens of Lodi. 1_6� A e4�_;L Scott W.
