A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE CITY MANAGER TO PROVIDE A
PUBLIC BENEFITS GRANT PROGRAM IN THE AMOUNT
OF $30,000.00 TO FUND THE LODI HOME
ELECTRONICS REBATE PROGRAM
WHEREAS, the state has mandated that beginning January 1, 1998, the City of
Lodi is obligated to fund various programs through a Public Benefits Charge (PBC)
based on an historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1 million per year that
must be dedicated to qualifying programs such as energy efficiency. A further stipulation
is that these efforts must be done on the customer's side of the meter in order to qualify;
and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four
segments or customer groups: commercial/industrial, residential, community/non-profit,
and municipal; and
WHEREAS, this project will provide rebates on designated, EnergyStar-rated
home electronics products, including: televisions, DVD players, television combination
units, cordless telephones, computers, CD recorders/burners, compact stereo systems,
printers/copiers/scanners, and other qualifying components as approved by the City of
Lodi Electric Utility and EnergyStar; and
WHEREAS, the aforementioned home electronics must be purchased at a Lodi
retailer, and eligible customers must receive their electricity from the City of Lodi Electric
Utility, The rebates, which will be provided back to the customer in the form of a "credit"
on their City of Lodi electric utility account, will vary, based upon the following formula:
a purchases ranging from $50 to $200 =
• purchases ranging from $201 to $300=
> purchases ranging from $301 to $500
• purchases of $501 or more =
$20 rebate (credit on electric utility account)
$30 rebate (credit on electric utility account)
$40 rebate (credit an electric utility account)
$50 rebate (credit on electric utility account)
WHEREAS, in order to receive a rebate (only one per customer service
address/electric utility account), customers must provide the City of Lodi Electric Utility
with the original (copy's of the original will be accepted) receipt of purchase, a
description of the product purchased, the EnergyStar logo as it appears on the product
packaging, AND the packaging bar code (customer will need to cut out the EnergyStar
branding and bar code from the box or container that the home electronics product was
packaged). The receipt provided for the qualifying home electronics product(s) by the
participating Lodi retailer, must display a date of November 28, 2003 through December
24, 2003. Note: customers must be current on their Lodi utility account in order to
qualify for a rebate/credit; and
WHEREAS, the purchase of designated and approved EnergyStar-rated home
electronics products can reduce monthly energy consumption from one percent to as
much as five percent, depending upon the quantity of such products purchased; and
WHEREAS, the City of Lodi Electric Utility respectfully recommends approval of
this item as a qualifying component of the Loth Public Benefits Program and as a
nationally recognized energy efficiency campaign.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby
authorizes the City Manager to provide a Public Benefits Program grant in the amount of
$30,000.00 to fund the Lodi Home Electronics Rebate Program.
