A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO ALLOCATE PUBLIC BENEFITS
PROGRAM FUNDS TO CREATE THE LODI'S YOUTH
HELPING HANDS PROJECT

WHEREAS, the state has mandated that beginning January 1, 1998, the City of Lodi is
obligated to fund various programs through a Public Benefits Charge (PBC) based on an
historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1 million per year that must be
dedicated to qualifying programs such as energy efficiency. A further stipulation is that these
efforts must be done on the customer's side of the meter in order to qualify; and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments
or customer groups: commercial/industrial, residential, community/non-profit, and municipal;
and
WHEREAS, in partnership with the Rising Sun Energy Center (RSEC), the City of Lodi
Electric Utility proposes to implement a program designed to assist low-income residential
customers in reducing their monthly energy expenses, while at the same time providing useful
skills training to Lodi youth; and
WHEREAS, the Lodi's Youth Helping Hands Project will train Lodi teenagers (target
audience is 15 to 18 year olds) in the area of basic energy conservation/efficiency. This will
include the installation of designated and proven energy efficiency measures, such as:
compact fluorescent lamps, retractable clotheslines, programmable HVAC thermostats,
weather-stripping and door sweeps, low -flow shower heads, and water heater pipe wrap.
Once the youth trainees are appropriately trained, they will then take their new energy
conservation installation skills to the homes of low-income residential customers and/or elderly
shut-in's throughout our community; and
WHEREAS, the program goal is to retrofit between 250 and 300 residential customer
sites with the help of some fifty trained youth volunteers. The program would be coordinated
on two different outings, the first being set for Friday, November 14 and Saturday, November
15, 2003. Another two-day campaign would be coordinated for early March, 2004; and
WHEREAS, in order to effectively implement the Lodi's Youth Helping Hands Project,
the City of Lodi Electric Utility has created a working group here in Lodi to identify the youth
volunteer team. The working group consists of neighborhood coalitions, religious youth/teen
groups, non-profit organizations, school officials, and others; and
WHEREAS, the RSEC is currently the only organization in northern California that
specializes in the type of services being provided through the proposed Lodi's Youth Helping
Hands Project. The RSEC has coordinated similar projects in the Oakland and San Francisco
areas. Due to its expertise and experience in this arena, the City of Lodi Electric Utility has
selected the RSEC for this effort, and respectfully requests that the Lodi City Council dispense
with going out to bid pursuant to Lodi Municipal Code 3.20.070; and
WHEREAS, the City of Lodi Electric Utility staff respectfully recommends approval of
the Lodi's Youth Helping Hands Project, as a qualifying component of the City of Lodi Public
Benefits Program in the categories of demand-side management and assistance for low-
income customers.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to provide a Public Benefits Program grant in the amount of
$25,000.00 to fund the Lodi's Youth Helping Hands Project.
