HomeMy WebLinkAboutResolutions - No. 2003-112RESOLUTION NO. 2003-11-2 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING CONTINUATION OF THE CITY OF LODI'S COMPUTER PURCHASING PROGRAM FOR DESKTOP AND NOTEBOOK COMPUTERS WHEREAS, on September 20, 2000, the City Council adopted Resolution 2000-160 authorizing staff to purchase desktop and notebook computers as budgeted through fiscal year 2001 in aggregate amounts of $15,000.00 or less, using competitively -bid agreements with Micron or Dell under the US Communities Government Purchasing Alliance; and WHEREAS, the Alliance is the primary program offered by the US Communities Purchasing and Finance Agency, a non-profit public -benefit corporation established as an "instrumentality" of government to help local agencies reduce the cost of, and to help, manage the financing of purchased goods; and WHEREAS, in 2002, Dell Computers and the Western States Contracting Alliance (WSCA) entered into an agreement for purchase of computer equipment; and WHEREAS, shortly thereafter the City Council adopted Resolution 2002-33 authorizing City participation in the new contract and extended the $15,000.00 aggregate computer purchase authorization through fiscal year 2003; and WHEREAS, since then, Micron has changed its name to MPC, and US Communities has begun contracting with distributors rather than directly with manufacturers. Consequently, the California Multiple Award Schedule has replaced US Communities as the vehicle for California public agencies buying computers directly from MPC. Separately, WSCA added a contract with Hewlett-Packard for PCs, notebooks, and servers, offering substantial discounts below distributors' prices to participating public agencies; and WHEREAS, Government Code §6502 allows the City to participate jointly with other public agencies in such programs, and Lodi City Code §3.20.070 allows alternative methods of procurement when such methods are in the best interest of the City; and WHEREAS, it is therefore recommended that the City Council authorize continuation of the City's computer purchasing program for desktop and notebook computers through fiscal year 2005, in aggregate amounts of $15,000.00 or less, from the participating agencies, through WSCA, without further competitive bidding or Council approval. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize continuation of the City's computer purchasing program for desktop and notebook computers through fiscal year 2005 in aggregate amounts of $15,000.00 or less, from MPC Computers (Micron), Hewlet-Packkard, or Dell Computers, under the State of California contracts awarded through CMAS and through WSCA, without further competitive bidding or Council approval.
