HomeMy WebLinkAboutResolutions - No. 2003-109RESOLUTION NO. 2003-109 A RESOLUTION OF THE LODI CITY COUNCIL REJECTING THE LOW BID IN CATEGORY 1 AND ALL BIDS IN CATEGORY6 OF THE ELECTRIC UTILITY OVERHEAD AND UNDERGROUND DISTRIBUTION HARDWARE SUPPLY CONTRACT FOR FISCAL YEARS 2003-05, AND FURTHER AWARDING THE CONTRACTS TQ THE EVALUATED LOW BIDDERS MEETING SPECIFICATION IN EACH OF THE CATEGORIES 1 THROUGH 5 OF THE TWO-YEAR SUPPLY AGREEMENT, AND FURTHER AUTHORIZING READVERTISEMENT FOR BIDS FOR CERTAIN ITEMS ON THE EQUIPMENT LIST IN CATEGORY 6 WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council, sealed bids were received and publicly opened on June 11, 2003, at 11:00 a.m. for various items of overhead and underground distribution hardware under a supply agreement covering Fiscal Years 2003-05, described in the specifications therefore approved by the City Council on May 21, 2003; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as shown as follows: Category 1 (Wood Crossarms) Western States Electric, Portland, OR Category 2 (Overhead Hardware) Graybar Electric, Sacramento Category 3 (Electrical Tape) Southwest Power, Benicia Category 4 (Underground Hardware)Southwest Power, Benicia Category 5 (Underground Hardware)Southwest Power, Benicia Estimated annual total: Estimated two-year total: $ 6,533.96 $18,323.53 $ 4,778.50 $ 2,805.81 $ 6.120.74 $38,562.54 $77,125.08 WHEREAS, bids were evaluated on the basis of price (55% of evaluation criteria) and stocking and replenishment lead-times (45%). Related items were grouped into one of six categories, and lowest evaluated bids were determined for each category; and WHEREAS, by establishing a supply contract with one or more suppliers, the City can have a guaranteed source for these components without maintaining a Targe inventory at the MSC warehouse. This means the City will have less money committed to inventory, yet have the components available to schedule and carry out construction or maintenance projects; and WHEREAS, a detail of the bid evaluation is attached hereto as Exhibit A. Since one of the seven items in Category 6 has only one approved manufacturer and it was brought to staff's attention that only one bidder is authorized to represent that manufacturer, it is therefore staff's recommendation to reject all bids for Category 6 and redefine the equipment list to allow competition; and WHEREAS, the City Manager recommends (1) rejecting the low bid in Category 1 (Wood Crossarms) for failure to meet bid requirements (bidder proposed a one-time delivery rather than a two-year supply arrangement), and all bids in Category 6 (Underground Rubber Products) because of restrictive specifications in that category, (2) award supply contracts to the low evaluated bidders in each of the Categories 1 through 5 of the two-year supply agreement for an estimated two-year total amount of $77,125.08, and (3) authorize staff to re -advertise for certain items in the equipment list for Category 6, making specifications less restrictive to allow a more competitive bid environment. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby (1) rejects the low bid in Category 1 (Wood Crossarms) for failure to meet bid requirements (bidder proposed a one-time delivery rather than a two-year supply arrangement), and all bids in Category 6 (Underground Rubber Products) because of restrictive specifications in that category, (2) hereby awards supply contracts to the low evaluated bidders in each of the Categories 1 through 5 of the two-year supply agreement for an estimated two-year total amount of $77,125.08, and (3) further authorizes staff to re -advertise for certain items in the equipment list for Category 6, making specifications less restrictive to allow a more competitive bid environment.
