A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO PROVIDE A PUBLIC BENEFITS PROGRAM
GRANT FOR THE SALVATION ARMY HOPE HARBOR PROJECT

WHEREAS, the state has mandated that beginning January 1, 1998, the City of
Lodi is obligated to fund various programs through a Public Benefits Charge (PBC)
based on a historical electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1M per year that must
be dedicated to qualifying programs such as energy efficiency. A further stipulation is
that these efforts must be done on the customer's side of the meter in order to qualify;
and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four
segments or customer groups: commercial/industrial, residential, community/non-profit,
and municipal; and
WHEREAS, the Salvation Army Hope Harbor Project is located at 622 North
Sacramento Street. The facility will eventually serve as a food bank, kitchen, shelter
and administrative office for the Lodi Salvation Army; and
WHEREAS, staff has identified numerous energy efficiency improvements
applicable for this facility. The improvements identified include mechanical system
(heating, air conditioning and ventilation [HVAC] system), lighting, kitchen appliance
upgrades, and building envelope improvements (attictwall insulation, sky lights). As part
of the retrofit process, the Hope Harbor facility will have the following new, energy
efficient equipment and materials:
➢ 140 T-8 fluorescent lamps with electronic ballast;
➢ R-30 attic insulation (currently there is no insulation in the proposed shelter area);
➢ R-11 wall insulation for the entire facility (currently there is no wall insulation in the building); and
➢ 6 high -efficiency Carrier -brand HVAC units.
WHEREAS, by installing the aforementioned equipment and materials, the Lodi
Salvation Army will reduce energy consumption (gas and electric) by 10% t0 20% per
month; and
WHEREAS, the City of Lodi Electric Utility staff recommends approval of this item
as a qualifying component of the City of Lodi Public Benefits Program.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby
authorizes the City Manager to provide a Public Benefits Program Grant to Salvation
Army Hope Harbor demand-side management project in the amount $50,000.00.
